|a يمثل البنك الدولي، أكبر مصدر متعدد الأطراف لتمويل المشاريع وتأمين المتطلبات الضرورية لخدمة عمليات التنمية، ولكن الوقائع أظهرت أن البنك الدولي هو أداة بيد الإدارة الأميركية، تستخدمه وتوجهه في خدمة مصالحها بشكل كبير، وانطلاقا من هذه الحقيقة، وبناء على ذلك، ركزت الدراسة على إبراز وتوضيح جوانب الهيمنة الأميركية على قرارات البنك الدولي وسياساته من جهة، وتحليل أثر سياسات البنك ذات الطابع الليبرالي على الدول النامية والعربية منها، والتي طبقت برامج التكييف الهيكلي ضمن الشروط المفروضة، بالإضافة إلى توضيح المنهجية التي تعتمدها الأنظمة الرأسمالية في السيطرة على الدول النامية من خلال المؤسسات الدولية وفي مقدمتها البنك الدولي.
