|a يعتبر "قانون قيصر لحماية المدنيين السوريين لعام 2019" الذي استهدفت به الولايات المتحدة الأمريكية شل الاقتصاد السوري شكلا من أشكال التدابير القسرية الانفرادية ذات الطابع الاقتصادي أو ما يسمى بالعقوبات الاقتصادية الأحادية الجانب، والتي تخضع للقانون الدولي الاقتصادي الذي ينظم العلاقات الدولية الاقتصادية نظرا لكونها مظهرا سلبيا من مظاهر تلك العلاقات. وإذا كانت الولايات المتحدة تستغل عدم وجود اتفاقية دولية شارعة تحرم تلك التدابير رغم آثارها الخطيرة وحجتها هي أن إصدار هذا القانون وما يشابهه يعتبر حقا أمريكيا مستمد من مبدأ السيادة الاقتصادية، فإن المصادر الأخرى لقواعد القانون الدولي الاقتصادي تدحض هذه الحجة، إذ أنها تفرض قيودا على السيادة الاقتصادية للدول، ومنها عدم جواز اللجوء إلى التدابير القسرية الانفرادية ذات الطابع الاقتصادي نظرا لانتهاكها للعديد من المبادئ الدولية الهامة.

If the United States is taking advantage of the absence of a normative international agreement that prohibits these measures despite their dangerous effects and its argument is that issuing this law and the like is an American right derived from the principle of economic sovereignty, then other sources of international economic law rules refute this argument, as they impose restrictions on sovereignty The economic nature of states, including the inadmissibility of resorting to unilateral coercive measures of an economic nature due to their violation of many important international principles.
