المستخلص: يعيش العالم تغيرات عديدة في كافة المجالات وفي ظل التطورات التكنولوجية والتوجه نحو النظم الذكية فإن التكنولوجيا هي السبيل لتوفير المعرفة التي هي الثروة الحقيقية، فمن يملك المعرفة يملك سبيل التقدم ولقد أصبح السباق الحالي هو السباق نحو المعرفة والتكنولوجيا. وفي إطار التوجه نحو اقتصاد المعرفة والذي أصبح يمثل 7% من الناتج العالمي وهو يمثل توجه حديث في النظرية الاقتصادية والأطر الفكرية والمنهجية، كما يعد أداة محورية في قياس مدى قدرة الدول على توفير أسباب - التقدم وامتلاك مقوماته اللازمة لنجاح خططها للتنمية الاتصالية الشاملة. ويعتمد اقتصاد المعرفة بشكل أساسي على توافر تكنولوجيا المعلومات والاتصال واستخدام الابتكار والأنظمة الذكية، وهو دافع استراتيجي للنمو الاقتصادي، حيث تلعب المعرفة دوراً محورياً كأحد عوامل الإنتاج، ويعتمد في أهم متطلباته على عمال المعرفة والتي تمثل رأس المال البشري المؤهل علمياً وتقنياً، هي أكثر الأصول أهمية في اقتصاد المعرفة. ويعد التعليم وفكر تنميه رأس المال البشري السبيل لإثراء المعرفة لدي الإنسان، فالتعليم وبلا شك هو مفتاح المرور للقرن الحادي والعشرين، فلقد أصبحت النظم التقليدية في التعليم لا تفي بالاحتياجات المتطورة والمتنامية لتقدم الأمم ولقد أصبحت النظم الذكية أحد أهم معايير التصنيف العالمي لمؤسسات التعليم. ومع التطور التكنولوجي والتقني وثورة المعرفة التي يعيشها العلم، انتقلت تأثيرات هذا التطور نحو مؤسسات التعليم العالي وأصبح هناك توجه لتطبيق نظم تعليم ذكية تعتمد التكنولوجيا أهم أدواتها ومن أهم هذه، الأنظمة أنظمة الحوسبة السحابية التي تهدف لنشر المعرفة بطرق غير تقليدية تحت فكر دعم التكنولوجيا للتعليم الجامعي وتتيح تقاسم المعلومات والمعارف عالمياً وتدعم فكر البحث العلمي والذي يعتبر أحد أهم المحاور التقدم في نظم التعليم في مصر وأفريقيا. الحوسبة السحابية هي فكر مستحدث لتبادل المعارف والمعلومات محلياً وعالمياً مع اعتبار للجانب الاقتصادي في تأسيس البنية التحتية وتكلفته الباهظة والجانب التكنولوجي في توفير المساهمات المطلوبة بما يحتاجه المستخدم وأحدث تحديثات البرامج المختلفة والسرعة المطلوبة بما ييسر العمل على الطالب والباحث ويجعل العملية التعليمية أكثر ثراء. تسهم تكنولوجيا الحوسبة السحابية في دعم نظم التعليم الذكية وتطوير الأداء وتنمية البحث العلمي ونشر المعرفة والمهارات وهي نظرة مستقبلية للتعليم الجامعي الذكي الذي يعتمد على التكنولوجيا كأساس لتحقيق متطلبات اقتصاد المعرفة، ومن ناحية أخرى فإن اقتصاديات الحوسبة السحابية هي الأنسب في الظروف الاقتصادية الراهنة لما توفره من عدم الاحتياج إلى الإنفاق على بنية تحتية مهولة قد لا تعمل كل الوقت. ويسعي البحث لدراسة أهمية اقتصاد المعرفة والتحديات التي تواجه التحول له في مصر وأفريقيا في نظم التعليم العالي وإلقاء الضوء على نظم التعليم العالي وأهمية استخدام النظم الذكية مع التركيز على دراسة أهمية الحوسبة السحابية في مصر وأفريقيا مقارنة بدول الخليج ودول العالم التي طبقت نظم الحوسبة السحابية في التعليم في إطار تحقيق متطلبات اقتصاد المعرفة والتي تسعي لبناء مجتمع قائم على المعرفة والتعرف على النتائج المرجوة من هذه التقنية المستحدثة وأثرها في تطور مؤسسات التعليم العالي وتخفيض تكاليف الانشاءات الحاسوبية ودعم البحث العلمي وتنمية المهارات والمعارف لدى الطلاب وفي دعم النمو الاقتصادي في قارة، أفريقيا.

In the shadow of the technological advancements the world is currently experiencing, the world has become oriented towards smart systems in providing knowledge. Knowledge is an essential resource that is crucial in today’s race towards progress and development As part of the drive towards the knowledge economy, which represents 10% of the world's output, knowledge economy represents a modem approach in economic theory, intellectual, and methodological frameworks. It is also a central tool in measuring countries progress and possession of the necessary elements for success. It also assesses countries’ plans for comprehensive economic development The knowledge economy depends mainly on the availability of information, communication technologies, and the use of innovation and intelligent systems. Knowledge economy is a strategic motive for economic growth. Knowledge plays a pivotal role as a factor in production and it significantly depends on knowledge workers. Knowledge workers art the scientifically and technically qualified human capital in the knowledge economy. Education and the thought of developing human capital are the means to enrich human knowledge. Education is undoubtedly the key to the 21st century. Traditional systems of education have not met the growing needs of nations. Intelligent systems have become one of the most important standards for the global classification of educational institutions. With the technological development and the knowledge revolution that the world is experiencing, the effects of this development have shifted to the institutions of higher education and there has been a tendency to implement intelligent education systems. The most important of these systems are the cloud computing systems which aim to disseminate knowledge in unconventional ways. The cloud computing systems facilitates knowledge sharing which subsequently help the progression of education systems. Cloud computing is a modernized knowledge and information exchange system. It allows sharing knowledge locally and globally. To establish a cloud computing system we need to understand the economic aspects regarding it such as the high cost infrastructure required for the system, the various programs, and required space. This is to ensure that the system facilitates the work for students and researcher, thus make the whole education process richer. Cloud computing technology supports intelligent education systems, performance development, scientific research and the dissemination of knowledge and skills - a vision of the future of smart university education that relies on technology as the basis for realizing the requirements of the knowledge economy. On the other hand, the economics of cloud computing are best suited in current economic conditions because of the lack of need to spend on a huge infrastructure that may not work all the time. The study seeks to study the importance of cloud computing in Egypt and Africa compared to the Gulf countries and other countries that applied cloud computing systems in education within the framework of achieving their requirements of the knowledge economy. The study looks into countries that seeks to build a knowledge based society and to identify the desired results of this new technology and its impact on the development of institutions of higher education. It also tries to tackle some issues such as, reducing the costs of computer construction, how it would support scientific research, how it would help develop the skills and knowledge of students and support the economic growth in the continent of Africa.
