المستخلص: تتناول الدراسة أحد الموضوعات الهامة التى تمس الأمن القومي المصري وهو الأمن المائي؛ وتتلخص المشكلة البحثية للدراسة في أنها بالرغم من وجود العديد من الاتفاقيات التاريخية التى تنظم العلاقات بين مصر ودول حوض النيل، إلا أن الواقع يؤكد على مخالفة هذه الدول لهذه الاتفاقيات الدولية التاريخية، ويأتي إنشاء أثيوبيا لسد النهضة والذي سيؤثر على حصتي مصر والسودان وحقوقهما التاريخية في مياه النيل خير دليل على ذلك، وتسعى الدراسة إلى الإجابة على تساؤل رئيسي وهو إلى أي مدى سيؤثر ملء هذا السد على الأمن المائي المصري؟ وتنقسم الدراسة في الإجابة على هذا التساؤل إلى خمسة أجزاء ممثلة في ما هو مفهوم الأمن المائي وعلاقته بالأمن القومي المصري؟ وما هو الإطار القانوني الحامي للأمن المائي المصري؟، وما هي مصادر الأمن المائي المصري ؟، وما هي مصادر التهديد للأمن المائي المصري داخلياً وخارجياً؟، وما هي آليات المواجهة والحلول المقترحة للحفاظ على الأمن المائي المصري وبالتالي الأمن القومي المصري؟. وتوصي الدراسة بضرورة الاستمرار في النهج التعاوني وتكثيف التواجد المصري في إفريقيا لمواجهة الدور الخارجي الإسرائيلي التركي الإيراني القطري الداعم لإثيوبيا في ملف سد النهضة ضد مصر.

The study deals with one of the important issues affecting Egyptian national security, which is water security; the research problem of the study is summarized in the fact that although there are many historical agreements that regulate relations between Egypt and the countries of the Nile Basin, the reality confirms that these countries violate these historical international agreements, and comes The establishment of Ethiopia for the Renaissance Dam, which will affect the shares of Egypt and Sudan and their historical rights in the waters of the Nile, is the best evidence for this, and the study seeks to answer a major question, and to what extent will the filling of this dam affect Egyptian water security?. The study is divided into answering this question in to five parts, namely, what is the concept of water security and its relationship to Egyptian national security? -What is the legal framework that protects Egyptian water security? -What are the sources of Egyptian water security? - What are the sources of the threat to Egyptian water security, internally and externally ? -What are the coping mechanisms and proposed solutions to maintain Egyptian water security and, accordingly, Egyptian national security?. The study recommends the necessity of continuing the cooperative approach and intensifying the Egyptian presence in Africa in order to face the foreign role of Israel. Turkey, Iran, and Qatar supporting Ethiopia in the file of the Renaissance Dam against Egypt.
