That would lead them to achieve their goals. But in reality, Romania was unable to withstand the long-term tests of forces against the German-Austrian forces. Their forces suffered defeats, The lack of military equipment, the difficulty of reaching and transferring it to the Germans and their allies on the roads leading to it, as well as the Russian withdrawal from the war, which changed the balance of power in favor of the Axis Powers. The Axis powers took advantage of all the anti-Roman conditions, and the latter failed to defend two fronts at once. The Axis forces began to rush into the Roman depth until the capital of Bucharest fell to the Germans on December 6, 1916. Moldova, where an alternative government headquarters was set up, and the resistance's operations were carried out from there. This study attempts to identify the measures taken by the Romanian government during the period of the German occupation of the capital Bucharest, to clarify its new political positions on the parties to the conflict and how to meet its main objectives that led to the entry of the war, after it was overloaded with the aim to transcend the importance of those goals, namely liberating the country from clutches German occupation.
