The importance of Sir Robert Walpole personality underlie in his founded of the most important pillar of the political system in Britain, is a system (Council of Ministers Council of Ministers) that crystallized the real sense, through the political practice, he is the first prime minister of Britain, he ruled more than twenty years, and this is longer than the duration of any rule of Prime Minister came after him, even the longest of all the periods of any prime minister of the rule more than two tenure. So he is one of the exceptional personalities who accedes an important positions in the history of the British state. It can be summarized the most important search results, that the character of Robert Walpole was exceptional by any standard, he was able to convey the power of the king and the parliament to the authority of the government Council of Ministers in accordance with the constitutional laws and regulations. He served as president more than the Prime Minister in Britain, he was able to manage a number of ministries as well as his leadership of the government, and succeeded in all of them great success . He was able to transfer the British economy from the non-planning and randomized to economic curriculum studied and planned, as well as he could with all his talents and wisdom to spare the country any internal or external war, having applied a policy of peace, and shift the authority of the political decision of the King to the government and then to parliament, thus ended the royal veto. يزخر التاريخ البريطاني بشخصيات لامعة، أحدثت تغييرات جوهرية في مفاصل الحياة الاجتماعية والاقتصادية والسياسية، ولعل شخصية السير روبرت والبول واحدة من أهم تلك الشخصيات التي برزت في النصف الأول من القرن الثامن عشر. وتكمن أهمية شخصية السير روبرت والبول، في تأسيسه أهم ركن من أركان النظام السياسي في بريطانيا، هو نظام (مجلس الوزراء) الذي تبلور بمفهومة الحقيقي، عبر الممارسة السياسية، ويعد أول رئيس وزراء لبريطانيا، إذ حكم أكثر من عشرين عاما، وهذه أطول من مدة حكم أي رئيس وزراء جاء بعده، وهي أطول حتى من مجموع فترات حكم أي رئيس وزراء حكم أكثر من مدة. لذلك يعد من الشخصيات الاستثنائية التي تبوأت مواقع مهمة في تاريخ الدولة البريطانية. ويمكن إيجاز أهم نتائج البحث، أن شخصية روبرت والبول استثنائية بكل المقاييس، لأنه استطاع أن ينقل السلطة من الملك والبرلمان إلى سلطة الحكومة أي مجلس الوزراء وفق القوانين والأنظمة الدستورية. فقد عمل كرئيس دولة أكثر من رئيس وزراء في بريطانيا واستطاع إدارة عدد من الوزارات إلى جانب رئاسته للحكومة، ونجح فيها جميعا نجاحا باهرا، فاستطاع نقل الاقتصاد البريطاني من اللا تخطيط والعشوائية إلى المنهج الاقتصادي المدروس والمخطط، فضلا عن أنه أستطاع بكل ما يملك من مواهب وحنكة تجنيب البلاد أية حرب داخلية أو خارجية، بعد تطبيقه سياسة السلام، كما حول سلطة القرار السياسي من الملك إلى الحكومة ومنه إلى البرلمان، وبذلك أنهى الفيتو الملكي. لقد وظف كل إمكانياته وخبراته لخدمة الدولة وبنائها وترسيخ قواعد نظام العمل السياسي. وكان يحاول تجنب الدخول في الصراعات السياسية مع المعارضة ودعاها مرارا أن تمارس نشاطها بكل حرية، حتى وهو يعلم علم اليقين أن حملاتها المعادية كانت موجه ضده بالذات، وهذا سر نجاحه السياسي.
