|a تعد نشأة المجالس البلدية في النصف الثاني من القرن التاسع عشر مظهرا من مظاهر التمدن التي كانت تفتقر إليها المدن والولايات العثمانية، ووجها من وجوه خدمة شعوب هذه الولايات من خلال تقديم الخدمات العامة من تنظيف وصحة ومشاريع خدمية أخرى. ومن خلال جملة من القوانين التي أصدرتها الدولة العثمانية آنذاك، سعت إلى نشر المجالس البلدية وتعزيز دورها في مدن الدولة وولاياتها كافة، ومن بين هذه الولايات ولاية بغداد التي تأسست فيها مجالس بلدية في عهد الوالي مدحت باشا الذي أنشأ أول دائرة بلدية في بغداد في العام ١٨٦٨م، ومن ثم شرع في إنشاء دوائر بلدية في مدن الولاية الأخرى. ولأهمية هذا الموضوع حاولنا أن نسبر أغواره، والوقوف على مراحل تأسيس هذه المجالس البلدية، فجاء بحثنا هذا في ثلاثة مباحث، سبقتهما توطئة تحدثا فيها عن بغداد وموقعها وتقسماتها الإدارية. وخصصنا المبحث الأول للحديث عن ولاية بغداد ومستوى تقديم الخدمات فيها، فيما خصص المبحث الثاني للأعمال التي قدمتها البلديات في بغداد ولمأخذ عليها، وجعلنا المبحث الثالث مخصصا للحديث عن المجالس البلدية في مدن ولاية بغداد الأخرى، من ثم جاءت الخاتمة التي وضحنا فيها أهم النقاط الواردة في البحث.

|b The emergence of municipal councils in the second half of the nineteenth century is one of the manifestations of urbanization that the Ottoman cities and states lacked, and one of the aspects of serving the people of these states by providing public services such as cleaning, health and other service projects. Through a number of laws issued by the Ottoman Empire at the time, it sought to spread municipal councils and strengthen their role in all cities and states of the state, and among these states is the state of Baghdad, in which municipal councils were established during the reign of Governor Medhat Pasha, who established the first municipal department in Baghdad in the year 1868 AD And then it proceeded to establish municipal departments in other cities of the state. Because of the importance of this issue, we tried to explore its depths, and to stand on the stages of establishing these municipal councils, so we discussed this in three investigations, preceded by an introduction in which we talked about Baghdad, its location and its administrative divisions. We devoted the first topic to talking about the state of Baghdad and the level of service provision in it, while the second topic was devoted to the work provided by the municipalities in Baghdad and the drawbacks on them, and we made the third topic devoted to talking about municipal councils in other cities of the state of Baghdad, and then came the conclusion in which we explained the most important points mentioned in search.
