|a تهدف هذه الورقة إلى البحث في طبيعة العلاقة الموجودة بين المجتمع المدني وسؤال الأخلاق، فالمجتمع المدني؛ الذي يشير إلى كل المنظمات غير الحكومية، كالنقابات والجمعيات الخيرية والأحزاب السياسية ومؤسسات الإعلام، التي تتصف بالعمل الطوعي والخيري داخل إطار مجتمع ما، من المفروض أن يكون لها نوع من الارتباط والاتصال بالأخلاق، كقيم وسلوكيات؛ سواء على شكل مبادئ تقوم عليها أو بمثابة غايات تسعى إلى بلوعها وزرعها بين أفراد المجتمع وداخل مؤسسات الدولة. لقد خلصنا في نهاية هذه الدراسة إلى نتيجة مفادها أن العلاقة بين المجتمع المدني وسؤال الأخلاق هي علاقة تلازم، تتجلى من جانبن، أما الجانب الأول؛ فهو أن تأسيس المجتمع المدني ينبع أن يكون تحت غطاء القيم الأخلاقية، فهي تمثل حجر الأساس لوجوده وسيادته، في حين يتمثل الجانب الثاني في أن غاية المجتمع المدن هي المثول للقيم الأخلاقية والسعي لتكريسها في الأوساط الاجتماعية ومؤسسات الدولة.

|b Civil society and the ethical issue. The aim of this paper is to investigate the essence of the relationship between civil society and the issue of ethics. Civil society, which refers to all nongovernmental organisations that are characterized by voluntary and charitable activity within a society, such as trade unions, charities, political parties, and media organizations, is expected to have some commitment to ethics, values, and behaviors, whether as guiding ideals or as goals to accomplish and instill in society and state institutions. It is concluded at the end of this analysis that the relationship between civil society and the issue of ethics is inextricably linked, evidently on two sides. First, civil society should be founded under the guise of universal principles, which are the foundation of its existence and sovereignty. Second, the aim of civil society is to incorporate universal values into social circles and government institutions.
