تعتبر منظمات المجتمع المدني واحدة من أفضل آليات المشاركة في صنع القرار وتطور المجتمعات، بحكم كونها تعبيرا عن مبادرات مستقلة ومنظمة وتطوعية من جانب مجموعات متنوعة من مختلف الفئات الاجتماعية، وذلك من خلال ما تقدمه من دعم وجهد والقيام بأدوارها الرعائية والخدمية وما تطرحه من مبادرات وحلول وقدرتها في المشاركة للتصدي للازمات القومية التي تواجه الدول، وإذ تعرف الأزمة على أنها وضع غير متوقع يؤثر على حياه العديد من المواطنين، وعادة ما تكون منظمات المجتمع المدني أكثر اطلاعا على الظروف المحلية من المؤسسات الحكومية أو المنظمات الدولية مما يمكنها من المساعدة في إيجاد حلول ذات فاعلية للمشاكل التي تسببها الأزمة، وحيث أن العديد من المشاكل التي تنشأ عن الأزمة تتطلب حلولاً ذات جهود مشتركة، وحيث أن العمل المشترك القائم على الثقة والتعاون وقناعة النظام السياسي بأهمية دور منظمات المجتمع المدني يمكن المجتمع من التعافي من أثار الأزمة واحتوائها، وتعد جانحة كورونا واحدة من تلك الأزمات التي واجهت الدولة المصرية والتي وضعت منظمات المجتمع المدني في اختبار فاعلية للدور والتأثير.
