المستخلص: فرضت جائحة "كوفيد-19"‏ خيارات صعبة على البلدان النامية والمتقدمة على حد سواء. فمع تسارع وتيرة الإصابات وتزايد عدد الوفيات ومخاطر العدوى، وجدت الدول نفسها أمام تحد كبير، إما تفضيل الحلول الصحية لمواجهة الفيروس، وإما الحفاظ على النشاط الاقتصادي واستمرار عجلة الإنتاج وحركة الأسواق. ولهذه الخيارات أثار عميقة على التنمية المستدامة سواء فيما يتعلق بالأثر المباشر للجائحة أو فيما يتعلق بتدابير مكافحة الوباء والحد من العدوى، وكذا إجراءات التعافي الاقتصادي بعد الوباء واستدامة المالية العامة. وبفرضية أن أهداف التنمية المستدامة تقع في مصيدة التباين بين سلوك المرض الذى يتنبأ به علم الاقتصاد والسلوك الاقتصادي الذى يتنبأ به علم الأوبئة، تسعى الدراسة إلى تحليل طبيعة الصدمات الاقتصادية الناتجة عن الجوائح الطبية، وتقييم مسارات السياسة الاقتصادية الكلية لمواجهتها، للوقوف على آليات تعزيز أهداف التنمية المستدامة في ضوء الدروس المستفادة من جائحة كوفيد-19.‏ واتبع الباحث الأسلوب التحليلي القائم على المنهج الاستقرائي والاستنباطي والمقارن، وانتهت الدراسة إلى ضرورة تفعيل دور حوافز السياسة الاقتصادية في بناء استراتيجية مثلى لتسطيح منحنى الوباء، تزن مقايضات السياسات وتضمن التنسيق بين تدابير مواجهة المرض وتحقيق التعافي الاقتصادي من منظور أهداف التنمية المستدامة، ويتطلب ذلك تطوير نظرية اقتصادية وبائية لتحديد مشترك للنتائج الصحية والاقتصادية، وتعزيز أهداف التنمية المستدامة في المجال الصحي.

The COVID-19 pandemic has imposed difficult choices in developing and developed countries alike. With the acceleration of injuries and the increase in the number of deaths and the risk of infection, the countries found themselves facing a great challenge, Either prefer healthy solutions to confront the virus, Or to maintain economic activity and the continuation of the production cycle and the movement of markets. These choices have profound implications for sustainable development. Both in relation to the direct impact of the pandemic or in relation to anti-epidemic and contagion control measures, As well as the measures for economic recovery after the epidemic, and the sustainability of public finances. Assuming that the sustainable development goals fall into the trap of the contrast between disease behavior predicted by economics and economic behavior predicted by epidemiology, the study seeks to analyze the nature of economic shocks resulting from medical pandemics, and assessing the tracks of the macroeconomic policy to face its repercussions. To find out the mechanisms for promoting sustainable development goals in light of the lessons learned from the COVID-19 pandemic. The researcher followed the analytical method based on the inductive, deductive and comparative method. The study concluded that it is necessary to activate the role of economic policy incentives in building an optimal strategy to flatten the epidemic curve, weigh policy trade-offs, and ensure coordination between measures to confront the disease and achieve economic recovery from the perspective of sustainable development goals, This requires the development of an epidemiological economic theory to jointly define health and economic outcomes, and promoting sustainable development goals in the healthy field.
