أصبحت عمليات إعادة إعمار وترميم المباني التراثية ضمن الأسس الصحيحة إحدى أهم وسائل الحفاظ عليها، وبالتالي من الضروري أن يكون هناك منهج واستراتيجيات واضحة لإدارة تنفيذ مشاريع إعادة إعمار وترميم المباني التراثية نظراً لدورها في الحفاظ على قيمة هذه المباني التاريخية والروحية والثقافية. تهدف هذه الدراسة إلى وضع خطة لعمليات إعادة إعمار وترميم المباني التراثية الغرض منها إعادة شكلها الأصلي والحفاظ عليها، وفقاً للأسس والقواعد الخاصة بهذه العمليات. تعتمد منهجية الدراسة على منهجين الأول المنهج الوصفي وذلك لوصف قاعدة البيانات حول المبنى التراثي المتمثلة في التوثيق ودراسة الوضع الراهن والخطة المقترحة والوضع النهائي للمبنى قبل البدء في عمليات إعادة إعماره وترميمه، كما أكدت الدراسة على دور كل من الكوادر الفنية المتخصصة والعامل الاقتصادي في مشاريع إعادة إعمار وترميم للحفاظ على التراث المعماري. والمنهج الثاني التحليلي التطبيقي لتحليل الخطة المقترحة لتنفيذ مشروع إعادة إعمار وترميم مباني سوق النور التراثية بمدينة درنة القديمة 2020م، مع ضرورة الاستناد إلى الشروط الدولية لهيئة الايكومس بخصوص إعادة إعمار وترميم المباني التراثية للوصول إلى النتائج والاقتراحات المرجوة من هذه الدراسة.
Reconstruction and restoration of historical buildings on the correct foundation have become one of the most important ways to preserve them. Consequently, it is imperative to have a clear approach and strategies for managing the implementation of renovation and restoration projects for historic buildings, considering their role in preserving the value of these historic, spiritual, and cultural buildings. This study aims to develop a plan for the reconstruction and restoration of historic buildings to restore and preserve their original form in accordance with the principles and rules of these operations. The research methodology is based on two approaches, the first is a descriptive approach in order to describe the database of the historical building presented in the documentation, study the current situation, the proposed plan and the final state of the building before starting work (reconstruction and restoration processes). The study also highlighted the role of both specialized technical personnel and the economic factor in renovation projects to restore and preserve the architectural heritage. As for the second applied analysis, it aims to analyze the proposed plan to implement the reconstruction and rehabilitation of the old buildings of Souk Al-Nour in the old city of Derna in 2020 AD, with the necessity to rely on the international conditions of the ICOMS system for the reconstruction and restoration of historical buildings in order to obtain the results and recommendations desired by this study.
