إن ظاهرة الإرهاب في يومنا هذا لم تعد قاصرة على دولة معينة أو إقليم محدد، حيث أصبح ظاهرة متطرفة بلا هوية ولا وطن، هو عمل غير إنساني فيه انتهاك لحقوق الإنسان ويهدد المصالح الوطنية والقومية للدول، وتختلف دوافع واسباب الإرهاب مما يؤدي إلى اختلاف وسائل وطرق مكافحته، ويعد الإرهاب جريمة سياسية في المقام الأول إلا أنه ظاهرة معقدة تشترك في ظهورها عوامل أخري كالدين والاقتصاد علي سبيل المثال لا الحصر، فهو ظاهرة تراكمية بالأساس تشترك فيها عوامل عدة تصاحبها ظروف معيشية سيئة بالإضافة لتعسف واستبداد السلطة السياسية، وأمام كل هذا لا تجد تلك الفئة سوي العنف لتلجأ له، ويكون هدفها في النهاية هو إجبار السلطة على اتخاذ قرار معين يحقق مصالح تلك الفئة التي لجأت للعنف والإرهاب. ويقوم الإعلام بوسائله المختلفة التقليدية منها والحديثة على السواء بدور مهم رئيسي وفاعل مع غيره من مؤسسات التنشئة الاجتماعية في التصدي لمواجهة أعمال العنف والإرهاب، ذلك أن وسائل الاتصال والإعلام من الأهمية بمكان، سواء بالنسبة للإرهابيين أو الحكومة المعنية بمكافحة الإرهاب على السواء، بل قد تعادل في أهميتها الحادث الإجرامي نفسه ومن هنا كانت أهمية التغطية الإخبارية وتحلل دلالاتها فيما يتعلق بجهود مكافحة الإرهاب. كما أن معالجة الفضائيات للإرهاب تتم باستخدام الأوصاف الشديدة القوة للعمليات الإرهابية ومحاربة الإرهاب ووصف الضحايا، وهي بذلك تعمل على إشاعة حالة من الخوف والرعب لدى الجمهور، كما تساعد المعالجة لظاهرة الإرهاب في الفضائيات الدولية على ظهور التنظيمات الإرهابية في الساحة الدولية مع ترسيخها في العقل العام عن طريق نقل تبني الجماعات الإرهابية لعملياتها، واعتمادها على معالجة تبتعد بذهن المشاهد عن الفهم عن طريق اللجوء للإثارة بعرض المعلومات المرتبطة بالإرهاب.
