|a الهجرة الدولية العابرة للقوميات هي مسألة شائكة وتعد من اهم القضايا الأساسية التي يشتغل عليها مجلس الاتحاد الأوروبي ومجلس الأمن والمنظمة الدولية لحقوق الأنسان والمنظمة الدولية لشؤون المهاجرين، والأمن المجتمعي يعتبر محور الانشغال للدول المستضيفة أو الدول المصدرة أو المناطق ذات العبور، أن الأزمات المحيطة بطرفي القضية أي الهجرة والأمن المجتمعي بروز بما يسمى الجماعات المتطرفة (الإسلامية مثلا) التي برزت كعامل أساسي في الهجرة العابرة ومؤثر سلبي على صورة بلدانهم وعلى الأمن للمجتمعات المستقبلة وهذا ما جعل ردود فعل القومين يتمسكون بوحدة وطنهم والتعصب لهويتهم وكره الأجانب والممارسات العنصرية مثل:(حركة بيغدا بألمانيا واليمين السياسي المتطرف بفرنسا أو بلونيا، أذن هنالك علاقة تفاعلية تبادلية بين الهجرة والأمن المجتمعي وهذا ما يجعل قضايا مثل المواطنة والتعايش السلمي للثقافات المتنوعة والتماسك الاجتماعي محل شك.
