المستخلص: تشغل البيانات مكانا وحيزا لا يستهان به في الحياة، حيث هي الوقود المحرك والداعم الذي بعد معالجته يتحول إلى معلومات، وهذه البيانات تتحقق نتيجة وقوع حوادث أو وقائع وهي حقائق تحتاج إلى جهد كبير ومنظم وعمل علمي دؤوب لتكون سند مساعد في اتخاذ القرارات، وبهذا فانه لابد من تحقيق الأسس والركائز الخاصة بهذه البيانات وإيجاد البيئة الملائمة لجمعه أو خزنه أو وضعها بالصيغ الصحيحة وهي قواعد البيانات (Database) بمفهومها الصحيح، وبوجود هذه القواعد تتحقق مستودعات البيانات Data Warehouse)) لتتم عمليات التنقيب عن البيانات (Data Mining) تتناول هذه الورقة التعريف بقواعد البيانات ودورة حياتها ومن ثم الحتمية التي لابد من وجودها وإعادة هندسة هذه القواعد وفق السياقات الملائمة لهياكل ونماذج البيانات، ثم التعريف بمستودعات البيانات وكيفية تحقيق ذلك بعد هندسة القواعد بعدها يتم التعريف بتنقيب البيانات وتاريخها وفوائدها بضوء إيجاد المعلومات والمعارف التي تساعد في اتخاذ القرارات ثم استعراض حالة العراق من حيث قواعد البيانات وكان من النتائج التي توصل إليها الباحث هي أن قواعد البيانات لا تزال مفاهيم للاستهلاك وليس للعمل وان وجدت فتكون لوقت ثم تهمل، أما عن مصطلح التنقيب فهو مصطلح لازال يتأرجح بين مصطلحات عدة من دون أن يستخدم في مجاله الحقيقي والفعلي وعن حالة العراق فان البيانات الموجودة هي تولد وتكون للعمل الذي ولدت من أجله ثم تنتهي في دورة حياة قد لا تطول أكثر من ذلك وقد أوصى الباحث بضرورة إعادة هندسة قواعد البيانات ومن ثم لابد من تجربة تنقيب البيانات للوصول إلى معلومات ومعرفة.

The data information occupies a remarkable space in life, as it is considered the moving and supporting fuel that moves, and after processing, will be converted to information. These data information is justified because of accidents of facts, which need to great well-organized effort and a continuous scientific work, in order to be a support for making decisions. From this point of view, it is necessary to achieve the foundations that are specific for these data, also to find the suitable environment for their collection and storage, and to put them in correct order and that is (Databases). In the presence of those bases the data warehouse is justified so that the data mining could be started quit easily. This paper deals in the following items, the databases and their cycle of life and their importance in existence that is necessary. The engineering repetition of these bases according to the suitable standards for the skeleton and data samples, and the identification of the data storage and the methods for justifying that, after bases engineering. After satisfying the previous step, the identification and data mining, their history and benefits will be easily performed in the light of finding the knowledge and information that help in making decisions. A national study of databases. The author has reached the following conclusions, the databases are still considered as consuming concepts and not for a job even if it was founded it will be lasted for a short period then ignored. The term "data mining" is an expression that is still hesitating between other expressions without using it in its suitable way. Nationally, the existing databases are born for the job, then ends in a life cycle that may not last longer than that. The author recommended the necessity of reviewing engineering databases and it is very important to examine the data mining in order to reach to further information and knowledge.
