المستخلص: يدخل البحث العلمي في صلب البنية الهيكلية والتعليمية لمؤسسات التعليم العالي، ويحتل الأولوية بين اهتماماتها الرئيسة، كونه يشكل نافذة تطل منها المؤسسة الجامعية على المجتمع، ترفده بالعناصر البشرية المبدعة، التي توظف طاقاتها العلمية، وخبراتها التطبيقية والتجريبية في الميادين الاقتصادية والاجتماعية والتربوية، وتستثمر خبراتها في قطاعات الإنتاج، وتوظف ما كنزته من المعارف الإنسانية في التطوير الثقافي والفكري. لذا فإننا في دراستنا هذه سوف نسلط الضوء على العلاقة الجوهرية بين الجامعة والبحث العلمي، فنتناول، بالبحث والتحليل، البحث العلمي وخصائصه ومصطلحاته، والباحث العلمي والصفات والمعايير العلمية والأخلاقية التي تميز الباحث الجيد، وكذلك المؤسسة الجامعية ودورها المحوري في احتضان البحوث العلمية ورعايتها. كما سنتعرض للمعوقات التي تعاند وهج هذه العلاقة، وكيف يمكن التغلب عليها، والحد من آثارها السلبية على مسيرة النهوض العلمي.

La recherche scientifique constitue la base de la structure éducative des établissements d’enseignement supérieur, et occupe la priorité de leurs préoccupations, car elle est l’accès des institutions universitaires à la société, lui fournissant des éléments humains créatifs, qui mettent en œuvre leur énergie scientifique, et son expérience appliquée et expérimentale dans les domaines économique, social et éducatif, investissent leurs expériences dans les secteurs de la production, et appliquent ce qui ont collecté des connaissances humaines dans le développement culturel et intellectuel. Par suite, on souligne dans cette étude la relation essentielle entre l’université et la recherche scientifique. Alors on poursuit la recherche et l’analyse du concept de la recherche scientifique, ses caractéristiques et sa terminologie, les qualités et les normes scientifiques et éthiques qui distinguent un bon chercheur, ainsi que l’institution universitaire et son rôle central dans l’adoption et le parrainage de la Recherche scientifique. On liste également les obstacles qui résistent à l’éclat de cette relation et comment ils peuvent être surmontés et la réduction de leurs effets négatifs sur le processus du progrès scientifique.

Scientific research lies at the core of the structural and educational infrastructure of higher education institutions. It is a priority among its main concerns, as it constitutes a window from which the university institution overlooks society. It provides it with creative human elements that employ their scientific energies and applied and experiential expertise in the economic, social, and educational fields. They invest their expertise in the production sectors and employ the human knowledge it has gained in cultural and intellectual development.Therefore, in this study, we will highlight the fundamental relationship between the university and scientific research. We discuss research and analysis, scientific research, characteristics and terminology, scientific researcher, scientific and ethical qualities and standards that characterize a good researcher, and the university institution and its pivotal role in embracing and sponsoring scientific research. We will also discuss the obstacles that affect the glow of this relationship; how they can be overcome and reduce their negative effects on the scientific advancement process.
