تناول هذا البحث قيمتي الحرية والأمن دراسة مقاصدية؛ فتمثلت مشكلة البحث في بيان دور القواعد المقاصدية الناظمة لكل من قيمتي الحرية والأمن في توضيح العلاقة بينهما، وتظهر أهمية هذا البحث في رفد الفكر السياسي المقاصدي بدراسات توضح العلاقة بين قيمتي الحرية والأمن بالنظر في المقاصد العليا للتشريع الإسلامي، وقد توصل الباحث إلى نتائج من أبرزها أن لكل من قيمتي الحرية والأمن مبادئ مقاصدية تستند عليها، ومن هذه المبادئ: أن العلاقة بين قيمتي الحرية والأمن علاقة تلازمية تكاملية وليست تناقضية تعارضية. وأوصى الباحث بدعوة الباحثين لدراسة أثر شيوع الحرية والأمن على الأخلاق المجتمعية، وبدعوة الحكومات إلى انتهاج السياسات القائمة على الحرية بدلاً من السياسات الأمنية المقيدة لها دون مسوغات مشروعة.
This research deals with the values of freedom and security as a deliberate study. The research problem was represented in explaining the role of the intentional rules governing each of the values of freedom and security in clarifying the relationship between them, and the importance of this research in supplementing the intentional political thought with studies that clarify the relationship between the values of freedom and security by considering the higher purposes of Islamic legislation. Each of the values of freedom and security have intentional principles on which they are based, and among these principles: The relationship between the two values of freedom and security is an integral collateral relationship, not a contradictory one. The researcher recommended inviting researchers to study the effect of the prevalence of freedom and security on societal morals, and calling on governments to adopt policies based on freedom instead of security policies that restrict them without legitimate justification.
