المستخلص: باتت الولاءات الخارجية تمثل تحديا كبيرا وظاهرة خطيرة تنذر بنتائج وخيمة على الأمن الوطني والسلم الأهلي في الدول التي تعاني من هذا المشكل، وهنا لابد من طرح تساؤل مفاده وهو ما الذي يجعل البعض أن تكون بوصلة ولائه خارج الحدود؟ وما هو السر الذي يدفع بالبعض أن يكونوا أدوات للخارج للاستقواء على وطنهم وأبناء جلدتهم. هذه التساؤلات وغيرها لابد من إجابات وافية وشافية لها على المستوى الرسمي والشعبي للدولة، من أجل درء مخاطرها والحد من إفرازاتها الضارة على الفرد والمجتمع على حد سواء. وتلعب الدوافع الأيديولوجية والنوازع القومية والعواطف الدينية والانتماءات القبلية والمناطقية دورا مؤثرا في وجود هذه المعضلة، فضلا عن ذلك تؤدي السياسات الداخلية كالقمع السياسي والحرمان الاقتصادي والقهر الاجتماعي دورا في إنتاج هذه الظاهرة، كما تساهم العوامل الخارجية كالغزو الثقافي وتوظيف تقنيات الأعلام واستخدام جماعات الضغط وتقديم المساعدات الإنسانية والخيرية دورا محوريا في تحريك هذا الملف وبحث كل دولة طامحة نحو النفوذ عن حلفاء وعملاء لها في دول أخرى يخدمون مصالحها ويدافعون عن أمنها القومي خارج نطاق حدودها الدولية المعترف بها، لكي لا تصل النار إلي داخل بلدانها ومجتمعاتها وبالتالي تكون في منأى عن ما يصيبها من أضرار فادحة من جراء ذلك. ومن هذا المنطلق نرى الكثير من الدول العظمى والإقليمية تحث الخطى سريعا، بل لا نغالي عندما نقول إنها لن تدخر جهدا في إيجاد موطئ قدم لها في أكثر من مكان في العالم من أجل ضمان مجالها الحيوي الذي يمثل الرئة التي تتنفس منها وبدون ذلك لا يمكن أن تكون رقما صعبا في المعادلة الأمنية والتوازن الاستراتيجي في عالمنا المعاصر. وهنا يأتي دور الحكومات الوطنية في إجهاض المشاريع الخارجية لبعض الدول التي تستهدف أمنها الوطني والمحافظة عليه من كل اختراق والمتمثلة بخلق ذيول وأتباع لها يأتمرون بأوامرها ويخضعون وينفذون توجيهاتها وهذا لا يمكن تحقيقه بدون التأسيس الحقيقي لبناء دولة المواطنة الضامنة لحقوق الجميع.

External loyalties have become a major challenge and a dangerous phenomenon that portends dire consequences for national security and civil peace in countries that suffer from this problem. Here, the question must be raised, which is what makes some people whose loyalty compass is outside the borders? What is the secret that drives some to be tools abroad to bully their homeland and their fellow countrymen? These and other questions must be answered at the official and popular level of the state, in order to ward off its dangers and limit its harmful secretions on the individual and society alike. Ideological motives, nationalistic impulses, religious sentiments, and tribal and regional affiliations play an influential role in the existence of this dilemma. In addition, internal policies such as political oppression, economic deprivation and social oppression play a role in producing this phenomenon. External factors such as cultural invasion, employment of media technologies, use of pressure groups, and provision of humanitarian aid also contribute. Charity plays a pivotal role in moving this file, and every country aspiring to influence searches for allies and agents in other countries who serve its interests and defend its national security outside its recognized international borders, so that the fire does not reach inside its countries and societies and thus be immune to the damage it suffers, fatal because of it. From this standpoint, we see many great and regional countries rushing in quickly, but we do not exaggerate when we say that they will spare no effort to find a foothold in more than one place in the world in order to ensure their vital space, which represents the lung from which they breathe. Without that, it cannot be A difficult number in the security equation and strategic balance in our contemporary world. Here comes the role of national governments in thwarting the foreign projects of some countries that target their national security and preserve it from every penetration, represented by creating tails and followers who obey its orders and submit to and implement its directives, and this cannot be achieved without the real establishment of a state of citizenship that guarantees the rights of all.
