تهدف هذه الدراسة إلى تقويم تجارب أوقاف ثلاث من الجامعات السعودية، وتحليل أهم نماذجها في إدارة استثمارات الأوقاف بما يشمل هياكلها التنظيمية والإدارية، وأساليبها الاستثمارية، وممارساتها العملية في توظيف الأموال الموقوفة، وتقارن الدراسة بين تجارب تلك الجامعات الثلاث من خلال مؤشرات للأداء، واستخدم المنهج الوصفي التحليلي لتقويم سياسات الاستثمار التي اتبعتها إدارات الأوقاف في تلك الجامعات، واعتمدت الدراسة على أداة المقابلة لجمع البيانات الضرورية عن أوقاف الجامعات؛ حيث وضعت مجموعة من الأسئلة شبه المقننة التي أجاب عنها ستة من مسؤولي الأوقاف في ثلاث من الجامعات السعودية الرائدة، وتوصلت الدراسة إلى جملة من النتائج التي تؤكد أهمية أثر الوقف في توفير الأموال اللازمة لدعم العملية التعليمية في الجامعات بمختلف مجالاتها؛ ولأغراض تعليمية متعددة، وأظهرت هذه الدراسة الإسهام الريادي للجامعات السعودية الثلاث في مجال الأوقاف التعليمية، وتميزها في إدارة الأوقاف وتوظيفها في دعم البحوث العلمية والباحثين والطلاب، كما أوضحت الدراسة الأساليب التقليدية في استثمار العقارات الوقفية التي وظفتها إدارات الأوقاف في كل من جامعة الملك سعود، وجامعة الملك عبدالعزيز، في الوقت الذي تنوعت فيه استثمارات وقف جامعة الملك فهد، وأخذت إدارة أوقافها بأكثر الممارسات معاصرة في مجال الاستثمار والتمويل، وتقدم هذه الدراسة نموذجا مقترحا لإدارة الأوقاف واستثمارها في الجامعات على أسس احترافية، كما تسهم في تحديد آفاق التطوير اللازمة لأوقاف الجامعات، وتشير إلى ضرورة تشجيع القطاع الخاص للإسهام في الأوقاف التعليمية؛ سواء بالإسهام المباشر عن طريق إنشاء وقفيات استثمارية في الشركات الكبرى لدعم الوقف التعليمي بالجامعات؛ ويكون ذلك إما باقتطاع نسبة من الأرباح السنوية وإيداعها في وقفيات جامعية؛ حيث تستثمر أصولها، ويصرف عائدها الربحي السنوي في أغراض تعليمية متعددة، أو عن طريق تحفيز القطاع الخاص للاستثمار في المشروعات التي تدعم التعليم الجامعي.
This study aimed mainly at examining the experiences of endowments (Waqfs) in three selected Saudi universities and analysing the most important models adopted by the endowment (Waqf) investment managements in these three selected universities, including their organizational and administrative structures, investment methods, and practical applications in the use of endowed funds. It also evaluated the experiences of these selected universities by comparing their performance indicators. The descriptive and analytical approach was used to evaluate the investment policies applied by the endowment (Waqf) departments in those universities. The study relied on the interview method to collect the necessary data about the universities’ Endowments (Waqfs); a series of semi-legalized questions answered by six endowment officials at three selected pioneer Saudi universities were presented. The findings of the study confirmed the importance of the role of endowment in providing funds to support the educational process in universities in various fields, and the multiple educational purposes. This study has indicated the pioneering role of the three Saudi universities in the field of educational endowments, their excellence in managing endowments and employing them in support of scientific research, researchers and students. The study demonstrated the conventional methods of investing endowment properties practiced by the endowment managements at King Saud University and King Abdulaziz University, at a time when the endowment investments of King Fahd University were diversified, and the management of its endowments began with the most contemporary practices in the field of investment and finance. The study also has offered a projected model for the professional management and investment of endowments in universities, and contributed to identifying the development prospects required for university endowments. Whether by directly contributing through establishing endowment investments in large companies to support the educational endowment in universities, by deducting a rate of the annual profits and depositing them in university endowments, where their assets are invested, and their annual profit return is spent for educational purposes or by motivating the private sector to participate in investment in the projects that support university education.
