المستخلص: La commune algérienne ne peut envisager son destin et son avenir, qu’en évaluant ses potentialités et ses atouts et en transformant ses faiblesses de l’heure en forces de demain. Les solutions de ces problèmes ainsi que l’exécution des missions importantes qui incombent aux collectivités locales exigent d’elles la mise en oeuvre de moyens entre autres financiers. Le développement local est une arme redoutable et efficace que les nations modernes mettent en oeuvre pour creuser et maintenir leur suprématie économique et technologique. Il constitue de ce fait, une solution adéquate pour une émergence économique. L’objectif central de notre article est de mettre en exergue les outils et les leviers fondamentaux pour un développement local harmonieux en Algérie.

The Algerian commune can only envisage its destiny and its future, by assessing its potentialities and its assets and by transforming its weaknesses of the hour into the forces of tomorrow. The solutions to these problems as well as the execution of the important missions which are incumbent on the local authorities require from them the implementation of means among other financial. Local development is a formidable and effective weapon that modern nations are implementing to deepen and maintain their economic and technological supremacy. It is therefore an adequate solution for an economic emergence. The central objective of our article is to highlight the tools and the fundamental levers for a harmonious local development in Algeria.
