|a تواجه الكثير من الدول خاصة النامية منها تحديات المنافسة الدولية في ظل تبنيها سياسة الانفتاح الاقتصادي، وهذا ما يستوجب منها ضرورة التفكير في آليات دعم قدرتها التنافسية لمواجهة هذه التحديات، وفي هذا الإطار يعد الابتكار أحد المداخل الهامة التي يمكن الاستعانة بها لتحسين الأداء، وعليه تهدف الدراسة الحالية إلى دراسة واقع الابتكار ومؤشرات قياسه في الجامعة الجزائرية ودول المقارنة حيث خلصت إلى ضرورة الاهتمام بالبحث العلمي والنهوض به وتشجيع الابتكار وحماية الملكية الفكرية والصناعية في الدول العربية والجزائر خاصة، وذلك باعتباره تطويرا جديدا أو تعديلا يؤدي للحصول على روح المبادرة وريادة الأعمال وتحقيق التنمية في كل القطاعات.

|b Many countries, especially developing ones face the challenges of international competition in adopting the policy of economic openness, which requires them to think about mechanisms to support their competitiveness to meet these challenges. In this context, innovation is one of the important approaches that can be used to improve performance. To study the reality of innovation and measuring indicators at the University of Algeria and the countries of comparison, where this study concluded the need to interest in scientific research and promotion and to encourage innovation and protection of intellectual property and industrial in the Arab countries and Algeria in particular as a new development or modification to get the spirit of initiative and entrepreneurship and development in all sectors.
