المستخلص: تمثل الموانئ البحرية بوابة للدول؛ حيث تطل منها على العالم الخارجي، مقدمة خدماتها للركاب والبضائع. ويستلزم هذا الأمر إدارة متطورة وحديثة لتظهر آثارها بتقديم الخدمات الأفضل والأجود من أجل إرضاء العملاء. تعمل إدارة الموانئ البحرية على اتباع النظم الإدارية الحديثة في محاولة لمواكبة التطور التكنولوجي المتسارع بتوفير خدمات ذات جودة عالية، ومن ذلك التحول إلى موانئ بحرية ذكية. تناول هذا البحث موضوع إدارة الجـودة الشاملة ودورها في التحـول إلى الموانئ البحرية الذكية، وذلك بالتطبيق على هيئة الموانئ البحرية (سودان). هدف البحث إلى التعرف على مفهوم إدارة الجـودة الشاملة، وتبيان دورها في التحول إلى الموانئ البحرية الذكية، وتنبع أهمية البحث من أهمية موقع البحر الأحمر، وكونه يربط بين قارات إفريقيا وآسيا وأوروبا، وتسعى الموانئ البحرية الموجودة على ساحليه لتقديم أجود الخدمات. يقوم البحث على فرضية مفادها أن لإدارة الجودة الشاملة دورا في التحول إلى الموانئ البحريـة الذكية؛ فالمنظمة التي تنتهج إدارة للجودة الشاملة، تستطيع تحقيق نجاح بعيد المدى عن طريق الجهود المستمرة والمشتركة بين الإدارة والعاملين لتحقيق الجودة في كل الأنشطة بتقديم سلعة أو خدمة مطابقة للمعايـير المرضية للعميل والمناسبة للمنظمة. يتبع البحث المنهج التاريخـي، والمنهـج الوصفي التحليلي، ومنهج دراسة الحالة. بدأ البحث بمقدمة شملت التعريف بموضوع البحث، والفروض، والأهداف، والأهمية، والمنهج. ثم تناول الإطار النظري للدراسة، وتعرض لنشأة وتطور هيئة الموانئ البحرية (سودان)، ثم وضّح كيفية تطبيق معايير الجودة الشاملة للتحول إلى الموانئ البحرية الذكية. انتهى البحث بالخاتمة، والتي شملت عدة نتائج من أبرزها: أن الموانئ البحرية الذكية أضحت واقعا فرضه التطـور التكنولوجـي، وتعمل إدارة الجودة الشاملة على تعزيز تطبيق تكنولوجيا المعلومات والاتصالات، ويساهم تطبيق نظم المعلومات الجغرافية في تحقيق التحول إلى الموانئ البحرية الذكية، ويعمـل الحفاظ على الأداء البيئي للموانئ البحرية على تحقيق الاستدامة، وتضمن الميـزة التنافسـية في مجال الموانئ البحرية تحقيق أداء أفضل للخدمات. وقدم البحث توصيات أهمها: الاستفادة من التجـارب العالمية الناجحة، والاهتمام بـإدارة الجـودة الشاملة لتطبيق تكنولوجيا المعلومات والاتصالات، وتطبيق نظم المعلومات الجغرافيـة، والمحافظة على بيئة الموانئ البحرية، وتعزيز الميـزة التنافسية.

Seaports represent a gateway to countries; as they overlook to the world, providing their services to passengers and goods, this matter requires a sophisticated and modern management to show their effects by providing the best and finest services to satisfy customers. The administration of sea ports follows modern administrative systems in an attempt to keep pace with the rapid technological development by providing high-quality services, including the transformation into smart ports. This research deals with the topic of the Total Quality Management and its role in the transformation into smart ports, applying to the Sea Ports Corporation (Sudan). The aim of the research is to identify the concept of Total Quality Management and to clarify its role in the transformation into smart seaports. The importance of the research stems from the importance of the Red Sea location, and it›s linking between the continents of Africa, Asia and Europe. The research is based on the hypothesis that Total Quality Management has a role in the transformation into smart ports; an organization that pursues a Total Quality Management can achieve long-term success through continuous and joint efforts between management and employees to achieve quality in all activities by providing a commodity or service that matches the customer’s satisfying standards that are appropriate for the organization. The research follows the historical approach, the descriptive analytical approach, and the case study approach. The research began with introduction includes the definition of the research topic, hypotheses, objectives, importance and method. Then dealt with the theoretical framework of the study, and deals with the emergence and development of the Sea Ports Corporation (Sudan). Then explained how to apply total quality standards for the transition to smart sea ports. The research ended with the conclusions which contain the most prominent findings is that smart sea ports have become a reality imposed by technological development, Total Quality Management works to enhance the application of information and communication technology, the application of Geographic Information Systems contributes to achieving the transformation into smart sea ports, preserving the environmental performance of ports, the Navy aims to achieve sustainability, the competitive advantage in the field of sea ports ensures better performance of services. The most important recommendations of this research, are benefiting from successful global experiences, attention to Total Quality Management for the application of information and communication technology, application of Geographic Information Systems, preservation of the environment of sea ports, and enhancing the competitive advantage.
