المستخلص: في إطار هذا المقال تناولنا التعريف بموضوع السيادة ومدى أهميتها في القانون الدولي، وكذلك أشرنا إلى مدى سلطة الدولة وسلطانها الكامل على إقليمها حتى تنفرد برسم سياستها الداخلية. وأشرنا إلى إشكالية الدراسة والمنهجية المتبعة في خطة بحث تتناول مبحثين لكل مبحث مطلبين مستقلين. وحاولنا طرح الأفكار التي تتعلق بالمتغيرات الدولية الراهنة والآثار المترتبة على السيادة الوطنية، وكذلك التحولات التي تواجه الدولة الليبية وتراجع السيادة الوطنية في ظل التحولات الدولية، وتزايد إمكانية التدخل الدولي في الشؤون الداخلية، ومرور ليبيا بأسوأ الأزمات السياسية بعد عام 2011م، وتقويض سيادة القانون وسط فوضى على نطاق واسع، والاعتقالات التعسفية والهجمات على المؤسسات الحكومية، وتفاقم مشكلة النزوح، وتنامى الإرهاب، ومحاولة وضع الحلول الناجعة لتفادى مثل هذه الأخطار التي تفتت الوحدة الوطنية وما يطرأ عنها من انقسامات داخلية، وكيفية رفض كل أشكال التدخل الخارجي، وحماية البلد من العبث الخارجي، وتجاوز الوضع المتردي الذى يثير قلق دول الجوار.

Within the framework of this article, we dealt with the definition of the issue of sovereignty and its importance in international law, as well as the extent of the state’s full authority over its territory in order to uniquely formulate its internal policy. We pointed out the issue of the study, the methodology used in the research, and the plan of the research which have been divided into two sections, and each section has two Sub-sections. We tried to put forward ideas that relate to the current international changes and the implications of national sovereignty, as well as the transformations facing the Libyan state and the decline of national sovereignty in light of international changes. The possibility of international interference in internal affairs has increased, at a time when Libya is going through the worst political crises after 2011, undermining the rule of law in the midst of widespread chaos, arbitrary arrests, attacks on government institutions, aggravation of the displacement problem, and the rise of terrorism. And trying to devise effective solutions to avoid such dangers that fragment national unity and the internal divisions that arise from it, and how to reject all forms of external interference, protect the country from external tampering, and overcome the deteriorating situation that worries the neighboring countries. With this, we reach the conclusion that includes the research results and suggested recommendations. A list of references has been attached.
