المستخلص: South-South solidarity in Sino-Algerian relations has given way to intense economic cooperation with exchanges multiplied by 45 between 2000 and 2018. The Chinese presence has enabled the acquisition of cheaper industrial goods and equipment, a Chinese demand which has maintained very high hydrocarbon prices allowing the financing of many modernization projects carried out, in part, by the Chinese. The Chinese commitment in Algeria has been accompanied by challenges in terms of governance, transfer of know-how, quality of achievements and imported products as well as an acceleration of deindustrialization. The Belt and Road Initiative represents an opportunity to capture Chinese industrial jobs to be relocated and benefit from the funding of infrastructure projects in these times of low hydrocarbon prices.

La solidarité Sud-Sud dans les relations sinoalgériennes a laissé place à une coopération économique intense avec des échanges multipliés par 45 entre 2000 et 2018. La présence chinoise a permis l’acquisition de biens et d’équipements industriels moins chers, une demande chinoise qui a maintenu des prix des hydrocarbures très élevé permettant le financement de beaucoup de projets de modernisation réalisés, en partie, par les chinois. L’engagement chinois en Algérie s’est accompagné de défis en termes de gouvernance, de transfert du savoir-faire, de qualité des réalisations et des produits importés ainsi que d’une accélération de la désindustrialisation. L’initiative de la Ceinture et de la Route représente une opportunité pour capter des emplois industriels chinois à relocaliser et bénéficier du financement des projets d’infrastructures en ces temps de prix bas des hydrocarbures.
