|a إن الهدف من هذه الدراسة هو تحليل البيئة المؤسساتية في الجزائر وذلك بعد مرحلة إصلاحات هيكلية دامت عقد كامل من الزمن، حيث سنقوم بتحديد أسباب الفشل المنظومة المؤسساتية في تحقيق أهداف التنمية الاقتصادية، وعرض صعوبات تحول اقتصاد الوطني من اقتصاد ريعي إلى اقتصاد الإنتاج. خلصت الدراسة على أن الجزائر لم تتمكن من إتمام المرحلة الانتقالية للوصل للمعايير المثلى في التنافسية الدولية، وأخفقت في بناء مؤسسات قوية لمواجهة تحديات التنمية، إذ أن الفساد في مؤسسات حكومية مازال قائم، كما أن أساليب العمل لن تتغير في المؤسسات الكفيلة بتحرير السوق، والأوضاع الاقتصادية عرضة للصدمات البترولية وهذا الآمر انعكس سلبا على الواقع اقتصادي.

|b This study aims to analyze the institutional environment in Algeria after a period of structural reforms that lasted for a whole decade, where we will identify the causes of the failure of an institutional system to achieve the goals of economic development, and the difficulty of transforming from a rentier economy to a production economy. The study concluded that Algeria has not been able to complete the transitional phase to reach optimal standards in international competitiveness, and has failed to build strong institutions to meet the challenges of development, as corruption still exists, and working methods will not change in the institutions that guarantee market liberalization and control, and vulnerable to oil shocks and this matter negatively affected the economic reality.
