المستخلص: تهتم الورقة البحثية بدراسة ظاهرة الإرهاب التي تعتبر إحدى الظواهر الإجرامية الموجهة ضد النظام العالمي العام، وضد البشرية جمعاء، لتميزها بخاصية الحرب غير المعلنة بين الفرد وأخيه، وبين الفرد والدولة. ولنتائجها الكارثية المقوضة للأمن والسلم الدوليين، وتعدد صورها ووسائلها. في هذا الإطار تبرز منطقة الساحل الإفريقي كإحدى المناطق المنتجة للأزمات وأكثر البؤر في العالم استغلالا من طرف التنظيمات الإرهابية الخطيرة التي تسعى إلى زعزعة الاستقرار في المنطقة التي تعاني من كل مظاهر اللاأمن بسبب تزايد التهديدات الأمنية والتنموية بها. وفي السياق ذاته فإن الجزائر ليست بمعزل عما يحدث في الساحل الإفريقي لارتباطها بالمنطقة من الجهة الجنوبية بشريط حدودي ناري، حيث شهد الأمن القومي الجزائري جملة من التهديدات الداخلية والخارجية، دفعت النظام الجزائري إلى التحرك الدبلوماسي والعسكري لمواجهة خطر التدخلات العسكرية الخارجية في حربها المعلنة ضد الإرهاب. من جهة أخرى ساهم المشرع الجزائري بمجموعة من القوانين الرادعة للإرهاب أعطت للأجهزة الأمنية شرعية مكافحته. فقد سعت الدراسة إلى تبيان استراتيجية الجزائر لمكافحة الإرهاب في المنطقة.

This research paper is concerned with studying the phenomenon of terrorism, which is considered one of the criminal phenomena directed against the global system and against all of humanity and is distinguished by the characteristic of the undeclared war between the individual and his brother and between individual and the state and its disastrous production, clearing international peace and security, and the multiplicity of its forms and means. In context the Sahel region of Africa is emerging as one of the region producing crises and the most hotspot in the world, exploited by dangerous terrorist organizations that seek to destabilize the region, which suffers from all aspects of insecurity due to the increase in security and development threats in it in the same market, Algeria is not isolated from what is happening. On the African coast, due to its connection to the region from the southern side, with a fiery border strip, where the Algerian national security witnessed a host of internal and external threats that prompted the Algerian regime to take diplomatic and military action to confront the threat of external military interventions by countries that declared their declared war against terrorism. On the other hand, the Algerian legislator has contributed to a set of laws that deter terrorism. I call for legitimate security agencies and fight them. The study sought to outline Algerian’s strategy to combat terrorism in the region, key words, the phenomenon of terrorism, the African coast, the Algerian national security, the fight against terrorism, the Algerian strategy.
