المستخلص: The research aims to identify the fact that the Ramadi municipality has a strategic vision and a suitable mission through which it can implement its work, And to restore life to the city of Ramadi after the war in light of the difficult circumstances that it went through and the extent of the senior management possessing the ability and willingness to implement on time and the impact of this on the municipality's attainment of the stage of institutional excellence. The study adopted the case study method, a descriptive approach through which data are presented, analyzed, and then results are found, as it is a suitable research approach to know the relationships between the research variables. And the municipality of Ramadi was chosen as a field of study, as it is the first city liberated from the filth of terrorism and the most affected by the war. As for the research sample, it included (50) individuals representing all the senior leaders (the municipality director, his assistants, public officials and their agents) who were selected according to the comprehensive inventory. The researcher adopted the questionnaire as a tool to collect data that was distributed to the sample, and he sought through it the answers from those who contributed to developing, implementing and supervising plans. The researcher used statistical programs (SPSS, AMOS, Microsoft Excel) to analyze the data and test hypotheses. The most important findings of the study is that the distinction in the municipality was caused by the presence of an implicit vision and message with the municipality that the leadership and workers seek to achieve and adopt, each according to his powers and capabilities despite not being properly documented, The study recommends developing a written, documented, clear and declared vision and mission that will be a source of pride for employees and a tool to motivate them to strive for success and excellence.

يهدف البحث إلى التعرف لحقيقة امتلاك بلدية الرمادي رؤية استراتيجية ورسالة مناسبة لتتمكن من خلالها تنفيذ أعمالها، وإعادة الحياة إلى مدينة الرمادي بعد الحرب في ظل الظروف الصعبة التي مرت بها ومدى امتلاك الإدارة العليا القدرة والرغبة للتنفيذ في الوقت المحدد وتأثير ذلك في بلوغ البلدية مرحلة التميز المؤسسي. اعتمدت الدراسة أسلوب دراسة الحالة (Case study) منهجا وصفيا من خلاله يتم عرض البيانات وتحليلها ثم إيجاد النتائج، كونه منهجا بحثيا ملائم لمعرفة العلاقات بين متغيرات البحث، وتم اختيار بلدية الرمادي ميدانا للدراسة، كونها أولى المدن المحررة من دنس الإرهاب وأكثرها تأثرا من جراء الحرب. أما عينة البحث فشملت (50) فردا يمثلون جميع القيادات العليا (مدير البلدية ومعاونوه ومسؤولي الشعب ووكلائهم) الذين تم اختيارهم حسب الحصر الشامل. أعتمد الباحثان الاستبانة كأداة لجمع البيانات والتي تم توزيعها على العينة، وسعى للحصول من خلالها على الإجابات من الذين أسهموا في وضع الخطط وتنفيذها والإشراف عليها. واستخدم الباحثان البرامج الإحصائية (Microsoft Excel, SPSS, AMOS) لتحليل البيانات واختبار الفرضيات. أهم النتائج التي توصلت لها الدراسة أن التميز في البلدية كان سببه وجود رؤية ورسالة ضمنية لدى البلدية تسعى القيادة والعاملين إلى تحقيقها وتبنيها كل حسب صلاحياته وإمكانياته بالرغم من عدم توثيقها بشكل صحيح، توصي الدراسة بوضع رؤية ورسالة مكتوبة وموثقة وواضحة ومعلنة تكون مصدر فخر للعاملين وأداة دفع لهم للسعي إلى النجاح والتفوق.
