إن كل دولة تملك مجموعة من المرتكزات التي تعطي للدولة أهميتها في مدركات الدول الأخرى والعراق يملك بموقعة الجيواستراتيجي وعمقه الثقافي ورمزيته الحضارية وثرواته الهائلة يشكل رقما مهما في الحسابات الدولية فأن المرتكزات المادية والمعنوية تؤثر في مستوى أهميته الاستراتيجية إقليميا ودوليا، ولهذا اصبح العراق محط أنظار وتطلعات الدول الكبرى منذ القدم، فالعراق يمتلك من المرتكزات ما يجعله في حالة (الجاذب الدولي) على مر العصور، ولذلك فأن العراق كان المحفز للتنافس بين الدول ومؤثر في التوازنات الإقليمية والدولية عبر التاريخ وبعد عام 2003 وداعيات الاحتلال الأمريكي للعراق فأن مدركات الدول قد تغيرت لأهمية العراق إقليميا ودوليا بعد تغيير النظام السياسي فيه وخروجه من الحرب كساحة فراغ استراتيجية تسعى الدول إقليميا ودوليا إلى السيطرة عليه والنفوذ إليه، فالنفوذ إليه يعنى النفوذ والهيمنة على مصادر طاقاته، الأمر الذي أدى إلى تزايد الأهمية في مدركات اغلب الدول فبعضها وجدت في تغيير النظام السياسي في العراق وسيلة لبناء علاقات جديدة معه والحصول على فرص اقتصادية وعسكرية واستراتيجية عن طريق تحقيق التفاهم معه، في حين دول أخرى كانت ذات علاقات وتحالفات قوية مع النظام السياسي العراقي السابق وقد خسرت هذه التحالفات والعلاقات مع ظهور النظام السياسي الجديد ولهذا بدأت توظف الأزمات الداخلية وتحاول إعادة العلاقات والمصالح والتحالفات إلى سابق عهدها معه وتنافس القوى الكبرى في العالم على موقع العراق باعتباره مكان للتدريبات الأمنية في الشرق الأوسط.
