نظرا للتنوع والتعدد المتزايد في الشركات التي تنشا وتختفي بسبب عدم وجود دراسات ناضجة أو كثرة تهور الإدارة المغامرة في القطاعات الحساسة. تعتبر ثقة المستثمر المشكل الأساسي للسياسة الاقتصادية في أي اقتصاد كان. نؤكد بأن التصديق على البيانات المالية الزاما تنظيميا عالميا منذ ظهور الشركات التساهمية وتطور رأس المال عبر الأسواق المالية والبورصة. الثقة في رأس المال ومراجعة البيانات لا يمكن فصلهما لأنهما يعززان الاستثمار ويضمنان حق الملكية للمستثمرين رغم ثقل عبئ المخاطرة في مختلف الاقتصاديات، لقد أظهرت الأزمات المختلفة بوضوح أهمية الحياد وموضوعية التدقيق في التصديق على الميزانيات العمومية. Given the diversity and the growing number of companies which are born and which disappear for lack of immature studies or adventurous management, the confidence of the investors becomes the major stake of the economic policy. We will remember that the certification of financial statements has been a universal regulatory obligation, ever since the emergence of shareholders and the development of capital. The capital trust and the certification audit are inseparable because they would reinforce the investment and guarantee the right of property. The various crises have clearly demonstrated the importance of neutrality and the objectivity of the audit in the certification of balance sheets. Compte tenu de la diversité et du nombre grandissant des entreprises qui naissent et qui disparaissent faute à des études immatures ou au management aventurier, la confiance des investisseurs devient l 'enjeu majeur de la politique économique. Nous retiendrons que la certification des états financiers est une obligation réglementaire universelle, et ce depuis l'émergence de l'actionnariat et le développement du capital. Le trust capital et l'audit de certification sont indissociables car ils viendraient renforcer l'investissement et garantir le droit de propriété. Les différentes crises ont démontré clairement l'importance de la neutralité et l'objectivité de l'audit dans la certification des bilans. |
