المستخلص: يعتبر الاهتمام بقضايا البيئة ذو أهمية كبيرة في الوقت الراهن لما تحمله البيئة من أبعاد اقتصادية واجتماعية وسياسية، كما أن الإجراءات والسياسات البيئية مليئة بالمضامين الاقتصادية الهامة في الحاضر والمستقبل. وفي ظل بعض الاتفاقيات الدولية كتحرير التجارة الدولية والاستثمار الأجنبي المباشر والاتفاقيات الإقليمية والدولية مما كان له الأثر على التشريعات والسياسات البيئية على التجارة والتنافسية الدولية، ظهر مفهوم التنافسية في الاقتصاد المعاصر وأصبح له دوراً هاماً في بلورة التحديات التي تواجهها اقتصاديات الدول والشركات في أسواق أكثر انفتاحاً وتأثراً بالتغيرات المحيطة به، ويعرض البحث مفهوم الاشتراطات البيئية الدولية ومفهوم القدرة التنافسية والوضع الحالي لصادرات المنسوجات المصرية ودور الاشتراطات البيئية الدولية في تحسين القدرة التنافسية لصادرات المنسوجات المصرية، وتوصل البحث إلى تزايد الاهتمام في السنوات الأخيرة بطبيعة العلاقة بين المعايير البيئية والقدرة التنافسية لصادرات المنسوجات المصرية بعد أن برزت المعايير البيئية كأحد الضغوط الحديثة الموجهة نحو تدفق الصادرات في الأسواق العالمية وأن زيادة القدرة التنافسية والنفاذ إلى الأسواق يتطلبان الاهتمام بمتطلبات التنمية ونقل التكنولوجيا المناسبة وتطبيق المعايير البيئية والحفاظ على البيئة وحمايتها، كما توصل البحث إلي أنه تعاني العديد من الدول النامية – ومن بينها مصر- من تعطل طاقاتها الإنتاجية وفقدانها للميزة النسبية الناجمة عن وفرة المواد الخام والأيدي العاملة الرخيصة بسبب تدني مستوى الوعي البيئي وضعف الهياكل الإنتاجية وعدم القدرة على التخلي عن التكنولوجيا القديمة وبنا القدرات الفنية والإدارية اللازمة للنهوض بقطاع المنسوجات المصرية وأن الإدارة البيئية الرشيدة هي الإدارة التي تضع مكونات البيئة ومعطياتها والمحافظة عليها هدفا استراتيجيا في إدارة منظومة العلاقة بين عناصر البيئة وبين طموحات التنمية بما يحقق التوازن بينها كما أن المعايير البيئية وما يرتبط بها من ضوابط واشتراطات تعد إحدى مقومات القدرة التنافسية لصادرات المنسوجات المصرية في الاقتصادات المتقدمة والنامية وأصبحت المواصفات البيئية شرطا أساسيا للقبول العالمي لصادرات الدولة وأوصى البحث بضرورة اعتماد الشفافية والمهنية العالية في وضع المعايير البيئية لتحقيق الأهداف التي وضعت من أجلها والحيلولة دون استخدامها كعوائق غير جمركية أمام تدفق التجارة الخارجية، وتوجيه السياسات الحكومية نحو النهوض بالطاقات الابتكارية والبنى التحتية والتكنولوجيا والعمل على الارتقاء بقدرات رأس المال البشر لتحقيق نتائج ايجابية في تحسين القدرة التنافسية، وضرورة تدخل الدولة بالشكل الذي ينظم آلية السوق ويحفز القطاع الخاص على إدماج البعد البيئي في رسم السياسات الإنتاجية، وضرورة إشراك المنظمات غير الحكومية المهتمة بالشأن البيئي والتجار في الأخذ بزمام المبادرة لتوفير المعلومات عن المعايير البيئية العالمية واتاحتها للمنتجين لاسيما المشروعات الصغيرة والمتوسطة، وإقرار سياسة بيئية متناسقة ترتكز على منهجية واضحة وتضع في اعتبارها الأهداف الاقتصادية وخطط التنمية المستدامة، وضرورة إدخال الثقافة البيئية لدى المسئولين عن تخطيط السياسات التصديرية واتخاذ القرار الاقتصادي، والعمل على إدخال البعد البيئي في سياسات التصدير، وذلك لزيادة القدرة التنافسية من جهة، وتعزيز النمو الاقتصادي وتحقيق التنمية المستدامة من جهة أخرى، وتوحيد التشريعات المختلفة التي تتصدى لموضوع حماية البيئة بحيث يتم تلافي أي تناقض أو تضارب بينها

Attention to environmental issues is great importance at the present time due to the economic, social and political dimensions that the environment bears. Environmental procedures and policies are full of important economic implications in the present and the future. Some international agreements such as the liberalization of international trade, foreign direct investment and regional and international agreements, which had an impact on environmental legislation and policies on trade and international competitiveness, the concept of competitiveness appeared in the contemporary economy and has played an important role in crystallizing the challenges faced by the economies of countries and companies in more open and affected markets. The changes surrounding it, and the research presents the concept of international environmental requirements, the concept of competitiveness, the current situation of Egyptian textile exports, and the role of international environmental requirements in improving the competitiveness of Egyptian textile exports. The search reached that Environmental standards have emerged as one of the modern pressures directed towards the flow of exports in global markets, and that increasing competitiveness and market access require attention to development requirements, transfer of appropriate technology, application of environmental standards, and preservation and protection of the environment. Including Egypt - from the disruption of its production capacities and the loss of the comparative advantage resulting from the abundance of raw materials and cheap labor due to the low level of environmental awareness, weak production structures, the inability to abandon old technology and building the technical and administrative capacities necessary for the advancement of the Egyptian textile sector, and that rational environmental management is the administration that puts The components and data of the environment and preserving them is a strategic goal in managing the system of relationship between the elements of the environment and the aspirations of development in order to achieve a balance between them. Environmental standards and the associated controls and requirements are one of the components of the competitiveness of Egyptian textile exports in the advanced and developing economies, and environmental specifications have become a prerequisite for global acceptance. For state exports, the research recommended the necessity of adopting transparency and high professionalism in setting environmental standards to achieve the goals for which they were set and to prevent them from being used as non-tariff obstacles to the flow of foreign trade, and to direct government policies towards promoting innovative energies, infrastructure and technology, and working on upgrading human capital capabilities to Achieving positive results in improving competitiveness, the need for state intervention in a way that regulates the market mechanism and stimulates the private sector to integrate the environmental dimension in the formulation of production policies, and the need to involve non-governmental organizations interested in environmental and commercial affairs in taking the initiative to provide information on global environmental standards and make it available to producers, especially Small and medium enterprises, adopting a coherent environmental policy based on a clear methodology and taking into account economic goals and sustainable development plans, and the need to introduce environmental culture among those responsible for planning export policies and making economic decision, and working to introduce the environmental dimension in export policies, in order to increase competitiveness on the one hand. On the other hand, promoting economic growth and achieving sustainable development, and unifying the various legislations that address the issue of environmental protection so as to avoid any contradiction or conflict between them.
