المستخلص: تمثل الهدف الرئيسي للبحث في وضع عدد من السياسات لدمج التنمية المستدامة في التعليم العالي المصري في ضوء خبرة ألمانيا. وتوصلت الدراسة إلى صياغة سياسات مقترحة لدمج التنمية الاستدامة في التعليم العالي المصري على نحو فعال في ستة مجالات (الحوكمة -التدريس-البحث العلمي-خدمة المجتمع-عمليات الحرم الجامعي -النقل). وتكمن أهمية الدراسة في أن التنمية المستدامة هي السبيل لحل العديد من المشكلات والتحديات التي تواجه الحكومة المصرية، مثل التخلف والفقر والعدالة الاجتماعية وغيرها من المشكلات الاجتماعية والبيئية. ومن ثم، تتمثل أهمية الدراسة في تزويد المتعلمين بقطاع التعليم العالي بسياسات مقترحة تمكنهم من إحداث تغيير، وإيجاد توازن مناسب بين التنمية والاحتياجات الاقتصادية والاجتماعية والثقافية والبيئية. وفي هذه الدراسة تم استخدام المنهج المقارن بما يتضمنه من وصف وتحليل وتفسير لأبرز ما يميز استراتيجيات وممارسات دمج التنمية المستدامة في التعليم العالي في ألمانيا ومصر، بالإضافة إلى التنبؤ بإمكانية الاستفادة من خبرة ألمانيا في وضع سياسات مقترحة لدمج مفاهيم وأبعاد التنمية المستدامة في التعليم العالي بمصر. وقد تم التحليل والتفسير في ضوء مدخل النظم الكامل A Whole Systems Approach أي تجاوز مجرد "إضافة" إلى الممارسات الحالية لدمج الاستدامة في التعليم العالي، وإجراء تغييرات جوهرية شاملة تستهدف المؤسسة بأكملها وجميع أنشطتها.

The main objective of the research was to set a number of policies to integrate sustainable development into the institutions of Egyptian higher education in light of Germany's experience. The study concluded the formulation of proposed policies to effectively integrate sustainable development in Egyptian higher education institutions in six areas (governance - teaching - scientific research – community service - campus operations - transportation). The importance of the study lies in the fact that sustainable development is the way to solve many of the problems and challenges facing the Egyptian government, such as underdevelopment, poverty, social justice and other social and environmental problems. Hence, the importance of the study is to provide learners in the higher education sector with proposed policies that enable them to effect change, and to find an appropriate balance between economic, social, cultural and environmental needs. In this study, the comparative approach was used, including the description, analysis and interpretation of the most prominent features that characterize the strategies and practices of integrating sustainable development in higher education in Germany and Egypt, in addition to predicting the possibility of benefiting from Germany's experience in developing proposed policies to integrate the concept and the dimensions of sustainable development in higher education in Egypt. The analysis and interpretation has been done in light of the A Whole Systems Approach, meaning that it goes beyond mere "addition" to current practices for integrating sustainability into higher education, and making fundamental, comprehensive changes targeting the entire institution and all its activities.
