تمثل ملفات الصحف بالهيئة العامة للاستعلامات مصدرا هاما للمعرفة، حيث تشكل جزءا رئيسا من ذاكرة الصحافة المصرية، توثق لمراحل العمل المختلفة التي مرت بها تلك الصحف، ودليلا على نشاطها. وهي ملفات إدارية، يحوي كل منها مجموعة من الوثائق المتعلقة بإحدى الصحف، بدءا من طلب الترخيص لها بالإنشاء، مرورا بالإجراءات الإدارية، وملاحظات جهات الرقابة عليها، وما وقع عليها من عقوبات نتيجة لمخالفتها للتشريعات المنظمة لعمل الصحف. كذلك ما طرأ على ملكية الصحف من تغيير. كما تكشف عن موقف الصحافة المصرية من مجريات الأحداث السياسية التي مرت بها مصر، إلى غير ذلك من الموضوعات، حيث توثق لحقبة زمنية تمتد من القرن التاسع عشر الميلادي حتى نهايات القرن العشرين. ومن بين تلك الملفات يأتي ملف صحيفة الأهرام أقدم وأعرق الصحف المصرية، حيث يمثل نموذجا للمعرفة الصريحة التي تتضمن الخبرات والتجارب والإجراءات الإدارية والقانونية التي مرت بها صحيفة الأهرام عبر تاريخها الطويل الذي يمتد لنحو ١٤٠ عاما. كما يعد ملف صحيفة الأهرام أكبر ملفات الصحف حجما من حيث عدد الوثائق، حيث يبلغ عدد وثائقه ٤١٠ وثيقة، تغطى عددا كبيرا من الموضوعات. وفي هذه الدراسة الوثائقية تم تناول مجمل تاريخ الصحافة المصرية منذ إنشائها حتى عصر الخديوي إسماعيل، ثم تاريخ صحيفة الأهرام منذ تأسيسها سنة ١٨٧٥م، مع ذكر أهم إصداراتها، ورؤساء مجالس إدارتها، مع وصف أرشيفي لملف صحيفة الأهرام على مستويين: مستوى الملف، ومستوى الوثائق المفردة. وقد خرجت الدراسة بمجموعة من النتائج والتوصيات التي من شأنها الحفاظ على تلك الملفات وإتاحتها للباحثين.
The collection of newspapers in the General Authority for Queries is considered as an important source of knowledge since it rep¬resents a major part of the Egyptian Press memory and documents var¬ious stages in the history of these newspapers. It is also an evidence of its activity. They are administrative files, each one of them containing a set of documents related to one of these newspapers, starting from its license of construction through to the administrative procedures to ob¬servation of regulation bodies and the penalties they took as a result of its violation of the rules which govern the newspaper business. In addi¬tion to this, the ownership of newspapers has changed. Also, it reveals the viewpoint of the Egyptian Press towards the political events which have occurred in Egypt and other topics which document an era start¬ing from the 19th century to the end of the twentieth century. Among these files is Al Ahram newspaper which is regarded as the oldest and the greatest Egyptian newspaper. It is a model of explicit knowledge including the experience as well as the administrative and legal proce¬dures which Al Ahram newspaper witnessed throughout its long history, which extends for about 140 years. Furthermore, Al Ahram newspaper file is the largest in terms of the number of documents, which cover a huge number of topics. In this documentary study, we dealt with the entire history of the Egyptian Press since its inception to the era of Khedive Ismael, then the history of Al Ahram newspaper since its foun¬dation in 1857. This is in addition to mentioning its most important pub¬lications, head of boards of directors, together with an archive descrip¬tion to the file of Al Ahram newspapers on two levels: the file level, and the level of individual documents. The study presents a set of findings and recommendations that will maintain those files and make them available to researchers.
