إن تدعيم أسس الجهوية المتقدمة والوصول إلى الأهداف المرجوة منها، سواء تعلق الأمر بأهداف تنموية أو سياسية، ينطلق بالأساس من جعل المؤسسة الجهوية ذلك الفضاء الملائم للتفكير والتداول والمبادرة الخاصة للمجالس المنتخبة، مع ضرورة منح هذه الأخيرة الحرية الكاملة في معالجة قضايا المواطن الجهوي وتدبير أموره، وجعلها كذلك مصدر ثقة سواء في علاقتها بالدولة أو المواطن، ومن هذا المنطلق وجب ترك المؤسسة الجهوية أن تعمل بكل حرية لتجاوز القيود والعراقيل التي تواجه عملها، وأن تقوم بترجمة اختصاصاتها مقابل تمكينها من موارد هامة للاطلاع بأدوارها، فإذا كانت الجهوية المتقدمة تصبو بالدرجة الأولى إلى تنمية المواطن وجعله في صلب التنمية وعنصرا فعالا داخل منظومتها، فان جزء آخر من أبعادها هو سياسي بدرجة لا تقل أهمية عن بعدها التنموي، لذلك فتطبيق الجهوية المتقدمة على مجموع التراب الوطني وخاصة بالأقاليم الجنوبية، فيه إشارة إلى أن هذه التجربة ما هي إلا نقطة انطلاق نحو تفعيل نموذج الحكم الذاتي في هذه الأقاليم عند انتهاء المشاورات السياسية بشأنه والموافقة عليه.
