|a 1. أصبح الرأي العام في العصر الحديث موضوعا هاما من موضوعات علم السياسة، فالرأي العام هو رأي جماهير الشعب التي تكون ركنا أساسيا من أركان الدولة، وقد يكون الرأي العام عالميا. 2. يشمل رأي جماهير عدة شعوب عالمية تجاه مشكلة تهم أكثر من شعب، مثل مشكلة الحرب والسلام ومبادئ حقوق الإنسان وغيرها من المشاكل العالمية. وقد يكون الرأي العام إقليميا مثل الرأي العام العربي الذي يسود جماهير الشعوب العربية تجاه القضايا المصيرية، وقد يكون الرأي العام محليا في حدود دولة واحدة يعني بمشاكل ومصالح جماهير الشعب بهذه الدولة، كما قد يكون الرأي العام داخل إقليم أو محافظة بالدولة الواحدة رأيا عام.

The public opinion may be regional, such as the Arab public opinion that prevails among the masses of Arab peoples towards fateful issues, and the public opinion may be local within the borders of one state. This may mean the problems and interests of the masses of the people in this country.
