استهدفت الدراسة التعرف على دور النظام الانتخابي في تحقيق التمكين السياسي للمرأة، ذلك من خلال دراسة حالتي النظام الانتخابي في كل من انتخابات مجلسي النواب ٢٠١٥ و٢٠٢٠، وتحديد انعكاسات البيئة الاجتماعية والثقافية للنظام الانتخابي على التمثيل البرلماني للمرأة المصرية، ومدى دعمها للتمكين السياسي للمرأة. وقد توصلت الدراسة إلى عدة نتائج، منها: شهدت المرأة المصرية تحسنا في عدة مجالات خلال السنوت الماضية ما بعد ٣٠ يونيه ٢٠١٣ ولكن هناك الحاجة للمزيد من الجهود المؤسسية والمجتمعية والثقافية. ويقع على المشرع عبء إيجاد نظام انتخابي يراعي التمثيل العادل والمناسب للمرأة، وقد تكون هذه هي مهمة البرلمان المنتخب، ولكن يبقى على النظام السياسي، مهمة توفير بيئة سياسية مشجعة على مشاركة النساء في العمل العام، وتولي الوظائف العليا في البلاد. كما أن على الأحزاب السياسية دورا ليس فقط تصعيد المرأة داخل هياكلها، ولكن تدريبهن وتقديمهن الإعلامي والجماهيري في صدارة المشهد الحزبي، حتى يمكن تغيير الثقافة السياسية التقليدية.
The study aims to identify the role of the electoral system in achieving the political empowerment of women by examining the state of the electoral system in both the 2015 and 2020 House of Representatives elections. It also seeks to identify the implications of the social and cultural environment of the electoral system on the parliamentary representation of Egyptian women and the extent to which it supports women's political empowerment. The study reached several findings, including that the Egyptian women have seen improvement in several areas during the past year after June 30, 2013. However, more institutional, community and cultural efforts are needed. The legislator has the burden of creating an electoral system that takes into account the fair and appropriate representation of women. This is what may be the task of the elected Parliament. However, the political system has the task of providing a political environment that encourages women's participation in public work and the assumption of senior positions in the country. Political parties also have a role to play not only to step up women within their structures but also to train them and put them at the forefront in media and public presentations of the party scene so that traditional political culture can be changed.
