المستخلص: إن مبادئ القانون من قواعد قانون المعاملات المدنية والعديد من القوانين الأخرى المتعلقة بتكنولوجيا المعلومات، تلعب دورا رئيسيا في إنشاء إطار قانون للمسؤولية المدنية وحماية مستخدمي الإنترنت لكونهم إما موردين أو مستخدمين للإنترنت، حول المعلومات بداية واستخدام المواقع العامة والخاصة بما فيها انتهاك حقوق المستخدمين لشبكة الإنترنت. فكما نعلم أن التشريع قد ركز كثيرا في نصوصه على الجريمة الإلكترونية ومسؤولية الجاني من الناحية الجزائية، ولكن من المهم ايضا تسليط الضوء على هذه القضايا من وجهة نظر مدنية. في هذا السياق، وكجزء من دراستنا، سنحدد المسؤولية المدنية الناتجة عن الضرر بتطبيق القواعد القانونية ذات الصلة، ونحدد الإجراءات والعمليات والاستخدامات غير القانونية التي تضر بمختلف الأفراد والكيانات عبر المواقع الإلكترونية، والسيطرة على المواقع وشرعية ما يتم نشره حتى نتجنب خرق القانون.

Responsabilité Délictuelle résultant de l’atteinte aux droits d'autrui en utilisant Internet en droit des EAU et en droit Français (Étude comparative) Nous constatons que les principes de droit, y compris les règles du droit des transactions civiles et bien d’autres lois sur les technologies de l’information, jouent un rôle primordial dans la mise en place d’un cadre juridique de responsabilité civile et la protection des utilisateurs d’Internet soit au tant que fournisseurs ou internautes, à l’égard des informations et l’utilisation de sites publics et privés et la violation des droits de propriété intellectuelle sur Internet. Comme nous savons que la législation a beaucoup mis l'accent dans ses textes sur la cybercriminalité et la responsabilité du contrevenant, il est très important de mettre en exergue ces sujets d'un point de vue civil. Dans ce contexte, dans le cadre de notre étude, nous allons définir la responsabilité civile résultant du préjudice et de l’application des règles juridiques qui s’y rattachent, et déterminer les procédures, actions et utilisations illégales qui portent atteinte aux différents individus et entités via les sites Internet, le contrôle de sites Web et la légitimité de ce qui est publié pour ne pas enfreindre la loi. Tort Liability resulting from the infringement of the rights of others by using the Internet under UAE and French law (Comparative study) We note that the principles of law, including the rules of civil transaction law and many other laws on information technology, play a central role in the establishment of a legal framework of civil liability and the protection of Internet users, whether as suppliers or Internet users, with regard to information and the use of public and private sites and the violation of intellectual property rights on the Internet. As we know that the legislation has put a lot of emphasis in its texts on cybercrime and offender's liability, it is very important to highlight these topics from a civil point of view. In this context, within the framework of our study, we will define the civil liability resulting from the damage and the application of the legal rules attached to it, and determine the procedures, actions and illegal uses that harm different individuals and entities through the websites, control of websites and the legitimacy of what is posted so as not to break the law.
