The health system in Morocco is organized around two main and complementary sectors: A public sector, and a private sector which includes economic and social, profit and non-profit establishments. In this context, the Moroccan state is responsible for achieving the objectives and principles of the health system according to its commitments cited in article 6 of framework law 34-09 relating to the health system and the provision of care, including the responsibility of encouraging and developing research in the field of medicine and medical and health sciences. However, within the framework of fulfilling this responsibility, appears the need of the public health sector for the private sector, which accumulates important experiences in national research in the field of medicine, and provides research laboratories, that meet international standards. In addition to the possibility for various Moroccan researchers to benefit from the partnership of industrial institutions with international research institutes in this field. On the other hand, there is a need for public-private partnership to exploit the results of scientific research of national universities to develop medical and pharmaceutical products, and to obtain the advanced knowledge and technologies that it needs. While universities benefit from additional financial resources to finance research projects and commercialize their services and results and develop research programs according to the needs and demands of society. In this context, arises the question of the legal and real measures established to promote the contribution of the private sector in the field of medical research and health.
Le système de santé au Maroc est organisé autour de deux secteurs principaux et complémentaires: Un secteur public, et un secteur privé comprend les établissements à caractère économiques et social, à but lucratif et non lucratif. Dans ce cadre, l’état marocain est responsable à atteindre les objectifs et principes du système de santé selon ses engagements cités dans l’article 6 de la loi cadre 34 09 relative au système de santé et à l’offre de soins, comprenant la responsable d’encourager et de développer la recherche dans le domaine du médicament et des sciences médicales et sanitaires. Pourtant, dans le cadre de réaliser cette responsabilité, apparaît Le besoin du secteur de la santé publique pour le secteur privé, qui accumule des expériences importantes au niveau de la recherche nationale dans le domaine de la médecine, et sa disponibilité dont des laboratoires de recherche aux normes internationales, en plus de la possibilité pour divers chercheurs marocains de bénéficier de la partenariat des institutions industrielles avec des instituts de recherche internationaux dans ce domaine. D'autre part, apparaît la nécessité à la partenariat public-privé pour exploiter les résultats de la recherche scientifique des universités nationales pour développer les produits médicales et pharmaceutiques, et en obtenant les connaissances et technologies avancées dont il a besoin, tandis que les universités bénéficient des ressources financières supplémentaires pour financer des projets de recherche et commercialiser leurs services et leurs résultats, ses recherches et élaborer ses programmes de recherches selon les besoins et les exigences de la société. Dans ce contexte, se pose la question sur les mesures juridique et réel établit pour favoriser l’apport du secteur privé dans le domaine des recherches médicales et de la santé.
