المستخلص: تناول الدراسة التأثير السياسي للأنظمة الشمولية على أداء الحكم المحلي في السودان، حيث تمثلت مشكلة الدراسة في ماهية التأثير السياسي للأنظمة الشمولية على أداء الحكم المحلي؟ وفي ضوء ذلك تم صياغة الأسئلة الفرعية التالية: هل الأنظمة الشمولية لها آثار سياسية على أداء الحكم المحلي في السودان؟ هل الأنظمة الشمولية تعوق أداء الحكم المحلي في السودان؟ ما هي الآليات والوسائل التي تساعد في فعالية أداء الحكم المحلي في ظل وجود الأنظمة الشمولية. افترضت الدراسة أن للأنظمة الشمولية أثار سياسية على أداء الحكم المحلي في السودان، وأن الأنظمة الشمولية تعوق أداء الحكم المحلي في السودان، وأن هنالك آليات وسياسات للأنظمة الشمولية تؤدي إلى فعالية أداء الحكم المحلي في السودان. تمثلت أهمية الدراسة في أهمية الحكم المحلي في التنمية السياسية والاجتماعية في السودان، ودراسة وتحليل أثر الحكم المحلي على التنمية السياسية في السودان. سعى الدراسة إلى تحقيق عدد من الأهداف أهمها دراسة وتحليل أثر الأنظمة الشمولية على أداء الحكم المحلي في السودان، والتعرف على نشأة وتطور الحكم المحلي في السودان وهيكلته، وتحديد مفهومي الحكم المحلي والأنظمة الشمولية. اعتمد الباحث على المصادر الثانوية المتمثلة في الكتب العربية -المجلات العلمية -الرسائل الجامعية والأوراق العلمية -ومصادر المعلومات الأخرى مثل الدوريات والسجلات والمواقع الإلكترونية عبر شبكة الإنترنت. توصلت الدراسة إلى عدد من النتائج أهمها أن الأنظمة الشمولية تعتبر أسوأ نظم الحكم في العالي فهي أنظمة تتخذ طابع استبدادي وطمس للشعوب، وأنه لا يوجد تأثير إيجابي ملموس للأنظمة الشمولية في السودان على أداء الحكم المحلي، وأنه تميزت الأنظمة الشمولية بالسودان بخصائص متفردة عن سائر الأنظمة الشمولية في العـالم.

The study recommended the necessity of activating the role of the totalitarian regimes in the performance of local government in Sudan, and that it must address the negatives and the obstacles that led to the development of local government in Sudan, and it has to be further research and studies to the benefit.
