يهدف هذا البحث إلى رصد العلاقة بين التنمية الاقتصادية والبيئة الاجتماعية في ظل الاستدامة، إذ إن هناك علاقة متبادلة بين النمو الاقتصادي والبيئة الاجتماعية. ويعدان تحديين مفروضين وملحين على حد سواء. وهما من التحديات المهمة التي يتسم بها القرن الواحد والعشرون، إذ لم يعد بالمقدور التصدي للنمو الاقتصادي من دون الأخذ بالحسبان الشواغل الاجتماعية. ويتضح بشكل متزايد أن تدهور البيئة الاجتماعية يرتبط بكل من البطالة والفقر وأنماط الإنتاج والاستهلاك غير المستدام. وترتبط هذه الأنماط باستدامة العمالة القادمة والمستقبلية ونوعيتها. ولا يمكن تحقيق الهدف الأساسي والمحوري الآمن خلال تعزيز تنمية اقتصادية مستدامة (اللجوء إلى اقتصاد أخضر) لتحقيق سبل عيش مستدامة في بيئة اجتماعية مستدامة تلبي احتياجات الأجيال الحالية والقادمة. يتناول البحث ارتفاع نسبة الفقر والبطالة في العراق بلد الموارد الطبيعية والذهب الأسود. يجب معالجة مسألتي التنمية الاقتصادية والبيئة الاجتماعية كدعامتين متصلتين من دعائم الاستدامة. هما بعدان مترابطان ترابطا وثيقا، وهذا النهج المتكامل يحول الزخم الرامي إلى تحقيق استدامة اقتصاديا واجتماعيا. إذ تستحدث وظائف أكثر، وأفضل، ويجري تحقيق الاندماج الاجتماعي المستدام، والحد من ظاهرتي البطالة والفقر. ومن البديهي أن تحقيق نتائج إيجابية في هذا الجانب أمر ممكن، ولكنه يتطلب استراتيجيات وسياسات خاصة تتنوع من بلد إلى آخر من شأنها أن تقتنص الفرص وتتصدى للتحديات التي سوف تواجهها، وذلك من خلال إدماج عناصر التنمية الاقتصادية مع عناصر البيئة الاجتماعية. وقد خرجت الدراسة بتوصيات وحلول لهذه الأزمة.
This research paper aims to monitor the relationship between economic development and the social environment in the light of sustainability, as there is a reciprocal relationship between economic growth and the social environment. They are both imposing and urgent challenges. They are among the important challenges that characterize the twenty first century, where it is no longer possible to address economic growth without taking into account social concerns. It is increasingly clear that the deterioration of the social environment is linked to unemployment, poverty, and unsustainable patterns of production and consumption. These patterns are linked to the sustainability and quality of future employment. The central goal can only be achieved by promoting sustainable economic development (resorting to a green economy) to achieve sustainable livelihoods in a sustainable social environment that meets the needs of current and future generations.
