|a تهدف هذه الدراسة إلى إبراز الدور الفعال للإدارة الالكترونية في الإدارة المحلية بالجزائر والتغييرات الحاصلة على مستوى مصلحة الهالة المدينة، كون هذا الأسلوب مستحدث على مستوى الوحدات المحلية وما تقدمه من خدمات مما جعله ضرورة حتمية تسعي لتطبيقه كل دول عصرية تريد مواكبة هذا التطور، وقد بينت النتائج بعض الآثار الإيجابية في العمل الإداري المحلي، مع بعض العراقيل التي حالت دون تطبيقها، وعليه اعتمدنا في هذه الدراسة المنهج التحليلي لتناسبه مع طبيعة هذا البحث وإشكاليته.

|b This study aims to highlight the effective role of electronic management in the local administration in Algeria , and the changes that are taking place at the level of the Civil Status Authority, this method is developed at the level of local units and what they provide services, Which made it an imperative necessity to be applied by all modern countries that want to Keep pace with this development, The results have shown some positive effects in the local administrative work ,with some obstacles that prevented their application, and accordingly we have adopted In this study the analytical approach to its suitability with the nature and problematic of this research.
