المستخلص: من استعرض الباحث لمجال النفقات الإدارية في العاصمة والولايات، نجد أن سياسة عثمان الإدارية اتسمت بالاعتدال مع ولاته، وأن نفقات الدولة انصبت على احتياجات ولاتها وموظفيها ودواوينها، وقد شهدت نفقات الولاة والولايات زيادة زمن عثمان، كذلك نفقات الدواوين والموظفين خاصة أن عصر عثمان شهد توسعا في الدواوين بسبب زيادة استقرار الدولة وتوسع نشاطاتها. في مجال النفقات على المرافق المختلفة، ظهر اهتمام الدولة زمن عثمان بالإنفاق على المشاريع الزراعية من حفر للأنهار والقني وغيرها، وبإقطاع القطائع وإحياء الأراضي التي لا عامل لها، الأمر الذي زاد من واردات الدولة، لكن كان لكثرة قطائعه أن أدى ذلك إلى نقمة بعض الناس عليه.

The researcher has reviewed the field of administrative expenditures in the capital and the states. We find that Othman’s administrative policy was characterized by moderation with his rulers, and that the state’s expenditures were focused on the needs of its governorships, its employees, and its offices. The expenses of the governors and the states witnessed an increase in the time of Othman, as well as the expenses of the offices and employees, especially since the era of Othman witnessed an expansion in the offices due to the increased stability of the state and the expansion of its activities. In the area of expenditures on various utilities, the state’s interest appeared at Uthman’s time in spending on agricultural projects, such as digging rivers, canals, etc., and by cutting off fiefs and reviving lands that have no workers, which increased the state’s imports, but the large number of his herds had led to some people's resentment against him.
