المستخلص: تأتي أهمية تناول موضوع الفجوة الرقمية في هذا البحث لأسباب رئيسية أهمها أنه يفتح الباب للحديث عن التنمية الاجتماعية من زاوية نظر شاملة، وكذلك يفتح الباب للحديث عن مشكلات العولمة ومساعي النموذج الليبرالي الرأسمالي للهيمنة على العالم. وذلك فضلا عن تحول الاقتصاد المحلى نحو العولمة والتدويل، وتأثير تكنولوجيا المعلومات على الفرد سياسيا واجتماعيا وثقافيا. يعتمد البحث المنهج الوصفي التحليلي في قياس الفجوة الرقمية، وأسلوب التحليل الإحصائي الكمي للبيانات من المصادر الإحصائية العربية والدولية. أهم ما نستنتجه من خلال هذه الدراسة أن البلدان العربية مهيأة بإمكاناتها البشرية ومواردها المالية وتميزها الثقافي للاضطلاع بمهمة تجاوز هذه الفجوة والوصول إلى صيغة عربية موحدة تلبى متطلبات مجتمعاتنا العربية، وهي طموحات مشروعة تشاركنا فيها بلدان كثيرة.

The importance of addressing the issue of the digital divide in this research comes for the main reasons, the most important of which is that it opens the door to talk about social development from a comprehensive viewpoint, as well as opens the door to talk about the problems of globalization and the endeavors of the liberal capitalist model to dominate the world. The research depends on the descriptive analytical method in measuring the digital divide, and the method of quantitative statistical analysis of data from Arab and international statistical sources. The most important thing we conclude from this study is that the Arab countries are prepared with their human capabilities, financial resources and cultural distinction to undertake the task of overcoming this gap and reaching a unified Arab formula that meets the requirements of our Arab societies, which are legitimate aspirations that many countries share with us.

La question de la fracture numérique est abordée dans cette recherche pour des principales raisons, dont la plus importante est qu'elle ouvre la porte au développement social d'un point de vue global, ainsi qu'elle permet de parler des problèmes de la mondialisation et les efforts du modèle capitaliste libéral pour dominer le monde. La recherche utilise la méthode analytique descriptive pour mesurer la fracture numérique, et la méthode d'analyse statistique quantitative des données provenant de sources statistiques arabes et internationales. Nous concluons dans cette étude pour dire que les pays arabes sont préparés, avec leurs capacités humaines, leurs ressources financières et leur distinction culturelle, à entreprendre la tâche de surmonter cet écart et de parvenir à une formule arabe unifiée qui réponde aux exigences de nos sociétés arabes, ce qui représente des aspirations légitimes que de nombreux pays partagent avec nous.
