The United States behavior put the development of the international law future in front of a big risk and caused its rules and procedures and structures serious damage needs to be repaired decades, So that the protection of human rights and combating terrorism they became a device of intervention and control in the path of international relations and that many international organizations have become politicized and influenced by American intervention, and this dilemma is worth looking at., So the study reviews the development of the concept of human rights and combating terrorism and the role of international organizations in the protection of human rights and its effect on international pressures and who made some of them as a tool to serve the interests and political objectives.

حقوق الإنسان ومكافحة الإرهاب أصبحتا وسيلة بيد بعض الدول الكبرى الفاعلة في النظام الدولي، تستخدمها عندما تجد أن ذلك يخدم مصالحها وأهدافها الاستراتيجية، وهذه الازدواجية انسحبت أيضا على بعض المنظمات الدولية والمنظمات غير الحكومية التي تعنى بحقوق الإنسان حيث تم تسييسها وانحازت لدول ومصالح معينة على حساب خدمة مبادئ الإنسانية، ومع نهاية القرن العشرين وبداية القرن الواحد والعشرين تم تسجيل تراجعات خطيرة في مجال حقوق الإنسان بشكل واسع باسم مكافحة الإرهاب، تم احتلال العراق وأفغانستان، ولتحقيق الأهداف الاستراتيجية للهيمنة الأمريكية تم الدفع بوضع العديد من الاتفاقيات الدولية لمكافحة الإرهاب وحماية حقوق الإنسان بشكل يخدم المصالح الأمريكية. إن الولايات المتحدة بما تنتهجه من سلوك تسبب في وضع مستقبل القانون الدولي أمام مخاطر كبيرة وألحقت بقواعده وإجراءاته وهياكله ضررا بالغا يحتاج إصلاحها إلى عقود من الزمن، حتى أن حماية حقوق الإنسان ومكافحة الإرهاب أصبحتا وسيلة للتدخل والتحكم في مسار العلاقات الدولية وأن الكثير من المنظمات الدولية أصبحت مسيسة ومتأثرة بالضغوط الأمريكية وهذه الإشكالية تستحق البحث، لذلك تستعرض الدراسة تطور مفهوم حقوق الإنسان ومكافحة الإرهاب ودور المنظمات الدولية في حماية حقوق الإنسان ومدى تأثيره بالضغوط الدولية والذي جعل من بعضها أداة لخدمة مصالح وأهداف سياسية.
