La gouvernance locale vise le développement local dans ses différentes dimensions, et à travers la commune en Algérie, comme l'organe le plus proche du citoyen, les cadres juridiques régissant la commune travaillent à définir les rôles et fonctions de cette dernière dans ce qu'elle croit assurerai la participation citoyenne d'une part, et de son développement local d'autre part, mais la commune en Algérie, concernant ses fonctions, elle restent très limitées par rapport à ce qu'exigent les principes de la bonne gouvernance locale, comme elle se heurte aussi à plusieurs obstacles qui l’empêchent d'atteindre les objectifs du développement des citoyens au niveau local.

Local governance works to achieve regional development in its various dimensions, as through the municipality in Algeria as the body closest to the citizen, the legal frameworks organizing the municipality work to define the roles and functions of the latter, in what it believes in achieving citizen participation on the one hand and his local development on the other hand, but the municipality in Algeria remains very limited in its functions compared to what is required by the principles of good local governance.
