المستخلص: يتناول المقال الجهود المبذولة من قبل السلطة السياسية من أجل توفير الضمانات التي تجعل المعارضة تثق في شرعية أي عملية انتخابية، وتقدم على المشاركة فيها بما يضفي الشرعية على النظام السياسي الجزائري. وبين الضمانات المقدمة من قبل السلطة السياسية من خلال الإصلاحات التي أدخلتها على قانون الانتخابات، ودسترة اللجنة الوطنية المشرفة على مراقبة الانتخابات، على غرار بعض الدول التي شهدت انتقالا ديمقراطيا، ومطالب المعارضة بتشكيل لجنة وطنية تشرف على الانتخابات، تبقى الجهود مستمرة من أجل تحسين مناخ الانتخابات والوصول إلى توافق بشأن الترتيبات الخاصة بها، والضمانات الخاصة بنزاهتها.

L‘article traite la problématique des élections en Algérie entre les demande de l’opposition, qui réclame une transition démocratique par la voix d’un comité national de supervision les élections, pour garantir la neutralité de l’administration charger d’organiser les élections en Algérie. En contre parti, les efforts déployés par les autorité politique afin de fournir des garanties poussent l'opposition a la participation au processus électorale, et légitimé le système politique. Parmi les garanties fournies par ce dernier, les réformes introduites par la loi électorale 2016, et la constitutionnalisation du Comité national pour le suivi des élections en février 2016.

The article deals with the efforts made by the political authority to provide guarantees that make the opposition trust the legitimacy of any electoral process and participate in it in a way that gives legitimacy to the Algerian political system. It explained the guarantees provided by the political authority through the reforms it made to the electoral law, the constitutionalization of the national committee supervising elections, similar to some countries that experienced a democratic transition, and the opposition's demands to form a national committee to supervise the elections. Efforts remain to improve the election climate and reach a consensus regarding its own arrangements and guarantees of impartiality. This abstract was translated by AlMandumah Inc.
