| 520 | |d Au cours des deux dernières décennies, le cadre institutionnel et réglementaire du secteur des télécommunications a connu une mutation profonde. Le but et la substance des réformes opérées dans ce secteur ont été largement développés dans la déclaration de politique sectorielle 1 qui a opté clairement pour un développement du secteur par le marché. Le constat de l’insuffisance du cadre juridique a eu pour conséquence la refonte du cadre législatif et réglementaire du secteur des télécommunications pour asseoir ces réformes sur une base solide transparente et sure et qui se base également sur le respect des Recommandations de l’Union Internationale des Télécommunications (UIT). | ||
| 520 | |b Over the past two decades, the institutional and regulatory framework of the telecommunications sector has undergone profound changes. The purpose of the reforms carried out in this sector were largely developed in the sector policy statement which clearly opted for the development of the sector through the market. The finding of the inadequacy of the legal framework has resulted in the overhaul of the legislative and regulatory framework of the telecommunications sector to establish these reforms on a solid, transparent and secure basis, which is also based on compliance with the Recommendations of the International Union of Telecommunications (ITU). | ||
