المستخلص: تناولت الدراسة تحديد الأعمال الإرهابية وآثارها باعتبارها إحدى الظواهر الإجرامية التي شاعت في هذا العصر، واتخاذها أشكال متعددة ودوافع عديدة منها سياسية وأخرى اجتماعية واقتصادية ودينية... إلخ لما تحمل في طياتها من انتهاكات لكل القيم الإنسانية التي نصت عليها جميع الشرائع وكفلتها القوانين الدولية والوطنية، وتستنتج الدراسة أن للعمليات الإرهابية أسباب ودوافع عديدة تساهم في حدوثها ليس من الضرورة تتوافر جميعها فيها وإنما أن توافر قدر منها يكون كافيا لحدوث ظاهرة الإرهاب وأن العمليات الإرهابية تمثل خطرا حقيقيا على الأمن في كل العالم، وتدل على الاضطراب الاجتماعي، وإفساد القيم والعلاقات العائلية مما ينعكس سلبا على التمتع بالحقوق والحريات الأساسية وانعكاس ذلك على واقع الحياة الاقتصادية للأفراد مما يؤدي بهم إلى ترك مقاعد الدراسة والالتفات إلى البحث الدائم عن العمل لتلبية متطلبات الحياة الرئيسية، والتركيز على حق التعليم باعتباره أحد حقوق الإنسان الاقتصادية والثقافية والاجتماعية في إطار القانون الدولي لحقوق الإنسان والمواثيق الدولية وتحقيق فرص الحصول عليه من قبل الجميع وفقا للمساواة بين الجنسين وعدم التمييز على أي أساس من أسس التمييز، والآثار الجسيمة للعمليات الإرهابية في انتهاك حقوق الإنسان ومن ذلك حق التعليم وحرمان الأفراد منه بسبب انعدام الأمن والنقص الحاصل في أعداد المعلمين الذين نزحوا من مناطقهم حفاظا على أرواحهم وأرواح عوائلهم بالإضافة إلى تدمير المدارس في عموم محافظة نينوى وناحية القيارة بشكل خاص وأن التنظيمات الإرهابية تركز عملياتها على تحطيم البنى التحتية والمؤسسات التي تهدف إلى تمتع الأفراد بحقوقهم، ومن ذلك المدارس ومؤسسات المجتمع المدني الأخرى، وقد توصلت الدراسة إلى ضرورة العمل الجاد على إعمار المدارس والمؤسسات التعليمية التي دمرتها هذه العمليات الإرهابية، وتعويض الضحايا وخصوصا الطلاب والفئات المشمولة بحق التعليم من الأطفال والنساء الذين خسروا حقهم في التعليم وإصدار التشريعات اللازمة لضمان التمتع بالحقوق وحمايتها وإصدار التشريعات اللازمة للاعتراف بالمقررات والنتائج الصادرة عن مدارس المخيمات التي تم إنشاؤها من قبل الدولة والمنظمات الدولية لتقوم بتقديم التعليم الأساسي للأطفال الملتحقين بها والعمل على تهيئة الكوادر التعليمية المدربة نفسيا على استيعاب حالة الأطفال والشباب المحرومين من حقهم في التعليم وتوفير الحماية اللازمة لهذه الكوادر مع توفير الدعم لهم.

The study dealt with the identification of terrorist acts and their effects as one of the criminal phenomena that have spread in this era, and that they take multiple forms and have many motives, including political, social, economic, religious... etc. The study concludes that terrorist operations have many causes and motives that contribute to their occurrence. It is not necessary that all of them be available in them, but that the availability of some of them is sufficient for the occurrence of the phenomenon of terrorism, and that terrorist operations represent a real danger to security in all the world, and indicate social unrest, and corruption of values and family relations, which It reflects negatively on the enjoyment of basic rights and freedoms and its reflection on the reality of the economic life of individuals, which leads them to drop out of school and to pay attention to the permanent search for work to meet the main requirements of life, and to focus on the right to education as one of the economic, cultural and social human rights within the framework of international human rights law and charters international access and achieving it by all in accordance with gender equality and Non discrimination on any basis of discrimination, and the grave effects of terrorist operations in violating human rights, including the right to education and depriving individuals of it due to the lack of security and the shortage in the number of teachers who were displaced from their areas in order to preserve their lives and the lives of their families, in addition to the destruction of schools throughout Nineveh Governorate and Nahiyah Qayyarah in particular and that the terrorist organizations focus their operations on destroying the infrastructure and institutions that aim for individuals to enjoy their rights, including schools and other civil society institutions. The categories covered by the right to education are children and women who have lost their right to education and the issuance of the necessary legislation to ensure the enjoyment and protection of rights and the issuance of the necessary legislation to recognize the decisions and results issued by the camp schools that were established by the state and international organizations to provide basic education for the children enrolled and work to prepare trained educational cadres Psychologically to assimilate the condition of children and adults The door for those deprived of their right to education and the necessary protection for these cadres while providing them with support.
