المستخلص: استهدف هذا البحث تحليل الوضع الراهن للوحدات المحلية القروية في محافظة كفر الشيخ باستخدامSWOT الذي من خلاله يمكن تحديد نقاط القوة والضعف والفرص المتاحة والتهديدات التي تتعرض لها الوحدات المحلية القروية والتي تمثل كلا من البيئة الداخلية والبيئة الخارجية للوحدة المحلية القروية من وجهة نظر مديري الوحدات المحلية القروية. وتم إجراء هذا البحث في محافظة كفر الشيخ التي تقع من ضمن محافظات المستوى الثالث من حيث التنمية البشرية؛ وبلغ عدد المبحوثين 57 مبحوثا وهم يمثلون شاملة البحث وعينته. وتم جمع البيانات بالمقابلة الشخصية باستخدام استمارة استبيان خلال شهري يناير وفبراير عام 2016م‏ وتم استخدام التكرارات والنسبة المئوية؛ والمتوسط الحسابي والنسبة المئوية للمتوسط لترتيب نقاط القوة؛ والضعف؛ والفرص المتاحة؛ والتهديدات. وتوصل البحث إلى العديد من النتائج كان من أهمها ما يلي: ‎1- بلغت النسبة المئوية لمتوسط إجمالي نقاط القوة 68.33%، وكان أكثر نقاطها تواجدا وجود لوائح وقوانين تنظيم سير العمل بدرجة متوسطة قدرها 2.79 درجة وكان أقلها عمل اجتماعات بصفة دورية للعاملين بدرجة متوسطة قدرها 1.05‏ درجة. 2- بلغت النسبة المئوية لمتوسط إجمالي نقاط الضعف 47.35%؛ وكان أكثرها تواجدا سلطة اتخاذ القرار تتركز في يد رئيس الوحدة بدرجة متوسطة قدرها 2.12‏ درجة وكان أقلها عدم وجود توصيف وظيفي للموظفين بدرجة متوسطة قدرها 0.23‏ ‏درجة. 3- بلغت النسبة المئوية لمتوسط إجمالي نقاط الفرص المتاحة 58.67% وكان أكثرها تواجدا وجود منظمات أخرى يمكن التعاون معها في تنفيذ أنشطة الوحدة بدرجة متوسطة قدرها 2.44% درجة؛ وأقلها وجود آليات حديثة للمشاركة في تحمل تكاليف الوحدة لزيادة التمويل بدرجة متوسطة قدرها 1.40 درجة. 4- بلغت النسبة المئوية لمتوسط إجمالي نقاط التهديدات 53.33% وكان أكثرها تواجدا تركيز وسائل الإعلام على أنشطة منظمية دون أخرى بدرجة متوسطة قدرها 0.82 درجة.

This research aims mainly to Analyze of the current situation of the local units of village in Kafrelsheikh governorate using SWOT, that through it we can identify the points of strengths, weaknesses, available opportunities, and threats which local units of village to be exposed, which represents both of the internal and the external environment of the local unit of village from the point of view of managers of the local units of village. This research was conducted in Kafrelsheikh governorate, which was located within the third level of the governorates in regard to human development index, sample research amounted to 57 respondents they represent the population at the same time. Data were collected by using personal interview questionnaire during January and February 2016, frequencies, percentage, arithmetic mean, and percentage of the mean to arrange the point of strengths, weaknesses, opportunities, and threats. The most important results were as follow: 1-The percentage of mean of total strengths points amounted to 68.33%, the most points were found is laws and regulations regulating the work with medium degree amounted to 2.79 degree, the least of them was holding a regular meetings for workers medium degree amounted to 1.05 degrees. 2-The percentage of mean of total weakness points amounted to 47.35%, the most points were found is that the power of decision-making is concentrated in the hands of head of the unit with medium degree amounted to 2.12 degrees, the least of them was the lack of job descriptions for employees with medium degree amounted to 0.23 degrees. 3- The percentage of mean of total points of available opportunities amounted to 58.67%, the most points were found is that the is existence of other organizations can cooperate with them in the implementation of the activities of the unit with medium degree amounted to 2.44 degrees, and the least of them was existence of modern mechanisms to participate in the carrying unit costs to increase funding with medium degree amounted to 1 0.40 degrees. 4-The percentage of mean of total points of the threats amounted to 53.33%, the most points were found is that the media focus on organizational activities without the other with medium degree amounted to 0.82 degrees.
