المستخلص: تهدف الدراسة إلى معرفة مدى مساهمة صندوق ضبط الموارد في إدارة الفوائض المالية وتمويل عجز الموازنة للجزائر حيث قام باحتواء الفوائض الناتجة عن ارتفاع أسعار النفط فوق السعر المرجعي المحدد من أجل إعادة تمويل العجز، وخلصت هذه الآلية تعتبر بحد ذاتها إعادة توزيع للمداخيل فقط، كما أن محدودية عمل الصندوق وعدم استغلال الموارد المالية في حالة الفوائض حسابات الخزينة العامة، وبالتالي فالموارد الموجهة لتغطية عجز لخزينة ما هي إلا إيرادات غير مدرجة في الموازنة العامة يتم تغطية النفقات العامة بها وتلجأ الدولة لصندوق ضبط الموارد.

The study aims to know the contribution of the resource control fund to managing financial surpluses and financing the budget deficit for Algeria, as it contained the surpluses resulting from the rise in oil prices above the reference price for refinancing the deficit, and this mechanism concluded by itself is a redistribution of income only, and limited work The fund and the non-exploitation of financial resources in the case of surplus public treasury accounts. Consequently, the resources directed to cover a treasury deficit are only revenues that are not included in the public budget, the public expenditures are covered by it, and the state resorts to the resource control fund.

L'étude vise à connaître la contribution du fonds de contrôle des ressources à la gestion des excédents financiers et au financement du déficit budgétaire pour l'Algérie, car il contenait les excédents résultant de la hausse des prix du pétrole au-dessus du prix de référence pour refinancer le déficit, et ce mécanisme conclu en soi est une redistribution des revenus uniquement, et un travail limité Le fonds et la non-exploitation des ressources financières en cas de surplus de comptes publics. Par conséquent, les ressources destinées à couvrir un déficit de trésorerie ne sont que des recettes non incluses dans le budget public, les dépenses publiques en sont couvertes et l'État recourt au fonds de contrôle des ressources.
