المستخلص: The agricultural sector is one of the most important productive sectors in the Egyptian national economy, by providing it with foreign currencies needed for the continuation of development and progress, as well as providing for the food and clothing needs needed for life, so it is necessary to take into account the inability of the agricultural sector to play its role in development without a sufficient amount of investment. Necessary to implement agricultural development programs to achieve economic growth rates through increasing income and creating opportunities for work, as the success of agricultural development policies depends on the volume of investments directed to the agricultural sector as well as the distribution of those investments among the various activities within this sector, which helps in achieving a steady increase in the outputs of this sector And, especially in light of the challenges that the Egyptian economy in general faces in the last period of challenges and what investment in particular and agricultural investment face, especially political and economic variables, perhaps the most important of which is the short-term commercial view that is not appropriate and investment in the agricultural sector, which needs long periods of time to reach the profitability stage and The multiplicity of devices and bodies overseeing the investment and the concomitant complexity It was slow in the procedures related to obtaining the necessary licenses, which leads to the reluctance of investors to invest as well as conflicting investment and economic policies, which leads to economic instability in addition to the deterioration of the value of the pound against other currencies, which means a decrease in the real value of investments and what leads to a decrease in the value of the profits obtained on her.

يعد القطاع الزراعي أحد أهم القطاعات الإنتاجية في الاقتصاد القومي المصري بما يوفره من عملات أجنبية لازمة لاستمرار عجلة التنمية والتقدم فضلاً عن توفيره للاحتياجات الغذائية والكسائية اللازمة للحياة لذا فمن الضروري الأخذ بعين الاعتبار عدم قدرة القطاع الزراعي بالقيام بدوره في التنمية بدون توفر قدر كافي من الاستثمارات اللازمة لتنفيذ برامج التنمية الزراعية لتحقيق معدلات النمو الاقتصادية من خلال زيادة الدخل وخلق فرص للعمل، حيث يتوقف نجاح سياسات التنمية الزراعية على حجم الاستثمارات الموجهة للقطاع الزراعي وكذلك على توزيع تلك الاستثمارات بين الأنشطة المختلفة داخل هذا القطاع بما يساعد في تحقيق زيادة مضطردة في مخرجات هذا القطاع، وخاصة في ظل ما يواجهه الاقتصاد المصري بصفة عامة في الفترة الأخيرة من تحديات وما يواجهه الاستثمار بصفه خاصة والاستثمار الزراعي خاصة من المتغيرات السياسية والاقتصادية لعل أهمها النظرة التجارية قصيرة الأجل والتي لا تتناسب والاستثمار في القطاع الزراعي والذي يحتاج إلى فترات زمنية طويلة للوصول لمرحلة الربحية وتعدد الأجهزة والجهات المشرفة على الاستثمار وما يصاحب ذلك من تعقيدات وبطء في الإجراءات المتعلقة بالحصول على التراخيص اللازمة الأمر الذي يؤدي إلى عزوف المستثمرين على الاستثمار وكذلك تضارب السياسات الاستثمارية والاقتصادية مما يؤدي إلى عدم الاستقرار الاقتصادي إضافة إلى تدهور قيمة الجنيه أمام العملات الأخرى الأمر الذي يعنى انخفاض القيمة الحقيقية للاستثمارات وما يؤدي إلى انخفاض قيمة الأرباح المتحصل عليها.
