المستخلص: This study aimed to identify the most important problems hindering the establishment of small enterprises for rural youth at Bir El Abd district in North Sinai Governorate, and their suggestions related to support and develop their small enterprises. A questionnaire form with individual interviews used to collect data from the rural youth who were able to obtain funding from the National Project for Community, Human and Local Development (your project) implemented by the Ministry of Local Development in the villages of Bir al-Abd district, and they reached 80 respondents during the months of November and December 2019. The most important results were as follows: 1) There were many problems facing the rural youth, whether these problems were financial, operation, marketing or technical problems; the difficulty of the respondents obtaining funding from official sources followed by the problem of high loan benefits for the respondents were the most important financial problems, with regard to the most important operational problem was high prices of production requirements .It also turned out that shortage of capital capacity to promote and participate in internal and external shopping fairs and festivals represented the first rank in the list of marketing problems, while the first technical problems facing the respondents centered on the lack of training opportunities regarding small projects managing. 2) The results also showed some of the youth’s suggestions for developing their small enterprises in the region which were in order: assistance in obtaining financial loans at reduced interest rates, providing long-term lending programs, introducing appropriate sources of small enterprises financing, and providing consultations for economic and technical feasibility studies. Therefore, this study recommends highlighting both the planners and implementers of the extension programs by providing instructional training programs for small enterprises owners of managing the marketing and production process, and how to deal with government institutions and banks for supporting their Small production activities in the Sinai community.

استهدف البحث التعرف على أهم المشكلات التي تعوق إقامة مشروعات صغيرة لدى الشباب الريفي بمركز بئر العبد في محافظة شمال سيناء، ومقترحاتهم المتعلقة بسبل دعم وتطوير المشروعات الصغيرة بالمنطقة. وقد تم تجميع البيانات بواسطة استمارة استبيان بالمقابلة الشخصية مع الشباب الريفي الذين استطاعوا الحصول على تمويل من المشروع القومي للتنمية المجتمعية والبشرية والمحلية (مشروعك) الذي تنفذه وزارة التنمية المحلية بقرى مركز بئر العبد، وبلغ عددهم 80 مبحوثا وذلك خلال شهري نوفمبر وديسمبر 2019. وتمثلت أهم النتائج فيما يلي: 1) تعددت المشكلات التي تواجه الشباب الريفي سواء أكانت هذه المشكلات مالية أو مشكلات متعلقة بالتشغيل أو تسويقية أو تقنية وقد كانت صعوبة حصول المبحوثين على التمويل من المصادر الرسمية، يليها مشكلة ارتفاع فوائد القروض للمبحوثين من أهم المشكلات المالية. وفيما يخص أهم مشكلات التشغيل فكانت ارتفاع أسعار مستلزمات الإنتاج. كما اتضح أن نقص القدرة الرأسمالية للإنفاق على الترويج والمشاركة في معارض ومهرجانات التسوق الداخلية والخارجية مثلت الترتيب الأول في قائمة المشاكل التسويقية. بينما أولى مشكلات التقنية التي تواجه المبحوثين تمحورت في عدم توافر فرص تدريبية لهم في مجال إدارة المشروعات الصغيرة. 2) وأشارت النتائج أيضا إلى بعض مقترحات الشباب المبحوثين لتطوير المشروعات الصغيرة بالمنطقة وكانت أهمها بالترتيب: المساعدة في الحصول على قروض مالية بأسعار فائدة مخفضة، وتوفير برامج إقراض طويلة الأجل، والتعريف بمصادر التمويل الملائمة للمشروع، وتوفير استشارات خاصة بدراسات الجدوى الاقتصادية والفنية. لذلك وصى البحث بتسليط الضوء على كل من مخططي ومنفذي البرامج الإرشادية بتقديم برامج تدريبية إرشادية لأصحاب المشروعات الصغيرة تهتم بتعريفهم بكيفية إدارة العملية التسويقية والإنتاجية، والتعامل مع المؤسسات الحكومية والبنوك بهدف إقامة مشاريعهم الإنتاجية الصغيرة بالمجتمع السيناوي.
